The vendor is required to provide enterprise learning management solution (LMS) that can be configured to meet specific agency requirements that allows for the management, delivery, tracking, reporting, and evaluation of all training and learning content.
- Includes the acquisition, configuration and implementation of a system that provides agency with the following elements and general functionalities:
a. A common repository of operational information for LMS that:
• Manages learner profiles and licenses, learning products and learning object catalogue, and registration information;
• Manages learner historical learning information;
• Manages curriculum and certification information
• Registers learners to programs or learning products through on-line registration, and registration through a central role or roles.
b. A common repository for learning products and learning objects
• A common repository and authoritative source of information from which reports will be generated for agency and departmental administrators and managers.
• Remote access for learners, administrators and agency management and administrators, within the region as well as all regions.
• A method for agency to self-administer all administrative roles.
- Technical requirements
1. System availability and access
• The solution must provide 24/7 access to the system, outside of scheduled system maintenance.
• The solution must be operable from standard workstations without requiring additional software.
• The solution must support standard web browsers, including internet explorer, microsoft edge, and google chrome.
2. User and course management
• The solution must be able to automatically manage waitlists for course registration.
• The solution must be able to store custom information for each course.
• The solution must be able to accommodate the delivery of learning activities across different time zones.
• The solution must capture and display applicable time zones on course instances.
• The solution must manage the learning needs of up to 2300 internal users and up to 6000 external users, while retaining data for past and non-active users.
3. Data handling and privacy
• The solution must track and log key transactions and data, including: previous value of the data field, current value, date and time of change, and the user who performed the change.
• The solution must track individual acceptance of the privacy statement, including the date of acceptance and validity period.
• Must have a documented policy describing how data (e.g., information resources of business value, completion certificates, learner records) is collected, handled, and processed.
• This documentation must be provided upon request from public safety country.
4. Licensing and usage
• The solution must automatically manage license fees based on departmental active directory and continuous LMS usage by public safety employees (e.g., licenses used within the last month).
• The solution must allow tracking of subscriptions and consumption usage.
5. Reporting and analytics
• The solution must report on key data fields.
• The solution must export reports and report data to industry-standard formats (e.g., .csv, .txt, .xlsx, SQL, pdf).
• The solution must enable or restrict reporting access, report subscriptions, and data extraction in alignment with organizational hierarchy.
6. Content management
• The solution must support role-based access control to sharable content objects (SCOS).
• The solution must import accessible content from industry-standard external authoring tools
• The solution must manage content in industry-standard formats
• The solution must support content versioning.
• The solution must support content archiving.
