The Vendor is required to provide to provide professional software solutions for collection, administration, enforcement, reporting, and distribution of TDT and in compliance
- Provide Tourist Development Tax (“TDT”) collection services for the County’s 6% Tourist Development Tax for a variety of internal and external customers.
- County Tourist Development Tax Section maintains a database of approximately 3,500 active Tourist Development Tax accounts.
- During fiscal year 2024 the Tourist Development Tax Section processed over 24,000 tax returns and collected over $125,000,000 in revenue.
- Acquire the most recent software and associated technologies pertaining to the collection, administration, enforcement, reporting, and distribution capabilities of the TDT.
- Work closely with designated County personnel to deliver, install, implement, train, and support a comprehensive software solution.
- The solution shall process and report the aggregate data received according to the city and/or zip code for accounts reporting revenue from multiple properties such as Vacation Rental Platforms and other transient rental dealers.

- Core functionalities of the TDT Solution:
• The solution should be used as a system of record for all TDT collection.
• Initial data conversion and migration from existing system of taxsys TDT module.
• Calculate split between bond fund and greater bureau revenue.
• Allow for automated clearing house (“ACH”) and credit card payments with vendor payment processing through the county’s merchant banking service provider - currently wells agency.
• Allow for manual back-office entry for mailed in checks/ cash payments.
• Provide other options and services for collection including an integrated payment acceptance system.
• Perform data-informed outreach to customers regarding their tax remittance obligations/ dunning letters for delinquent accounts.
• Ability to send and receive official documents with signature abilities.
• Perform tax rate changes as necessary from information provided by the county to the vendor to update system.
• Compliance to include sending out letters.
• Integration with department.
• Interface revenue activity with programs such as PeopleSoft, department, and county’s outlook e-mail system.
