The vendor is required to provide strategic workforce planning (SWP) forecasting tool will provide predictive modeling capabilities to support informed decision-making regarding talent acquisition, development, and redeployment across the organization.
- Tool needs to support SWP including the following:
• Proactive workforce management and future skills agility: to enable agency to proactively anticipate and address future workforce needs and challenges, and to improve our ability to identify, track, and forecast emerging and declining skills, ensuring agency workforce remains agile and relevant.
• Optimized position management and resource allocation: to provide accurate, data-driven insights for strategic talent acquisition, development, and retention strategies, and to optimize workforce costs by reducing reactive hiring, improving internal mobility, and minimizing skill-related inefficiencies.
• This also includes supporting internal reskilling and upskilling initiatives.
• Enhanced predictive forecasting: to provide robust predictive modeling capabilities to support informed decision-making regarding talent acquisition, development, and redeployment across the organization.
• This will align our workforce capabilities with agency 10-year strategy and business growth objectives.
- In scope
• Integration with eightfold and success factors, if possible, for core employee data.
• Implementation of predictive modeling, scenario planning, skill gap analysis, and transferable skills mapping functionalities.
• Development of initial dashboards and reports for key stakeholders (or easy data download and format that works with tableau).
• Initial training and onboarding for core SWP users.
- Out of scope
• Full replacement of agency core talent management system (TMS) or other human resources (HR) systems.
• Integration with all existing legacy systems not directly relevant to SWP.
• Individual performance management, succession planning or compensation management modules.
• Deep-dive organizational design changes resulting from SWP outputs (though the tool will inform these).
