The Vendor is required to provide comprehensive hosting and support services for the County's existing Oracle E-Business Suite (“Oracle EBS”) and Oracle Planning and Budgeting Cloud Service (“Oracle PBCS”), including Enterprise Performance Reporting Cloud Service (“EPRCS”).
- Provides comprehensive information technology (“IT”) services and support to approximately 2,500 users across multiple County departments, ensuring the delivery of secure, reliable, and innovative IT solutions that enable efficient government operations and public services.
- Responsible for maintaining secure, high-availability environments while supporting enhancements, integrations, and onsite end-user needs supporting our mission to deliver uninterrupted services to the residents and businesses of County.
- Consultant shall provide secure, scalable, and fully managed hosting and support services for the County’s Oracle EBS and Oracle PBCS/EPRCS, including system maintenance, enhancements, reporting, patch and vulnerability management, and expert-level application support.
- Consultant must align all work with County security standards, SDLC processes, and business objectives, while also assessing future migration paths such as Oracle Fusion Cloud.
- Knowledge transfer, training, and seamless transition activities will be integral to ensuring operational continuity and long-term self-sufficiency.
- Deploy dedicated hardware for the database tier and maintain N+1 redundancy across all critical systems, in place prior to migration of County production workloads.
- Manage the full operational technology stack, including hardware, operating system (“OS”), middleware, and application layers, effective immediately upon environment cutover.
- Deliver comprehensive security services—including antivirus, SIEM, IPS, vulnerability scans, and encryption—configured and actively monitored by the start of County data migration activities.
- Implement managed backups with offsite retention and service level agreements (“SLA”) enforcement, operational prior to production go-live and verified during pre-migration readiness testing.
- Enforce penalty-backed SLA covering uptime, performance, and security compliance.
- Ensure all hosting and support services are provided by a country based team.
- Provide disaster recovery (“DR”) capabilities with a minimum recovery time objective (“RTO”) of twenty-four (24) hours and a minimum recovery point objective (“RPO”) of twenty-four (24) hours, including successful execution of test failover.
- Perform ongoing monitoring of system logs and alerts, as well as proactive patching and firmware reviews.
- Maintain compatibility with existing County-owned backup, security, and monitoring tools, tested and confirmed during the transition period.
- Provide a formal incident response process, including root cause analysis and documentation, active and testable at the time of transition, and refined in collaboration with County stakeholders.
- Perform weekly refreshes of non-production environments to support Software Development Life Cycle (“SDLC”) activities and development needs.
- Provide thorough documentation for all issues, patching efforts, resolution steps, and change history.
- Perform incident, problem, and change management using IT infrastructure library (“ITIL”) based processes, including ticket tracking, impact assessment, and post-incident reviews.
- Provide metadata updates and hierarchy maintenance, supporting planning structures and reporting needs.
- Provide twenty-four (24) hours a day, seven (7) days a week, three-hundred sixty-five (365) days a year or three hundred sixty-six (366) days in a leap year (“24x7x365”) hosting of the oracle EBS environment within geographically redundant tier iii data centers, fully operational no later than thirty (30) calendar days after contract execution unless the county approves a later transition cutover date if feasible in conjunction with the incumbent consultant.
