The vendor is required to provide supervisory control and data acquisition (SCADA) system for the design, installation, operation and maintenance of SCADA system at the state forge test site for a period of six months.
- Requirement:
• Design, supply and install a SCADA system, as indicated in the site drawings and P&IDS, using widely accepted industry-standard protocols to provide full surveillance, data collection and control capability off site by the vendor at its control facility and at a backup station installed at the university.
• Supply, install and monitor a real-time weather station to record wind speed, humidity, temperature, atmospheric pressure and precipitation.
• Supply, install and monitor video surveillance equipment and lighting to provide continuous observation and assessment of conditions at ten points on the site.
• Control two water injection (booster) pumps equipped with VFDs, used to add groundwater to the test loop to maintain volume.
• Connect to the plc provided by others for operating four high pressure injection pumps in a single location.
• Add instrumentation and remotely operated controls, as needed to enable SCADA system functionality, to the manually controlled air-cooled chiller provided by others.
• Connect to and operate up to six motor-operated valves on the 16a/b(78)-32 site, to be provided by others.
• These include at least two for which SCADA programming will be required to automatically open upon detection of specified upset conditions.
• Others will be manually actuated for other purposes such as draining lines.
• Control up to ten heater circuits to be installed by others for freeze protection.
• Monitor up to six fractional horsepower chemical injection pumps and shut them off in case of upset.
• Supply, install and monitor up to twelve independent pressure and temperature sensors in the test loop, as indicated in the site drawings.
• Sensors must withstand environmental temperatures -20 c to +50 c and have overrange protection.
• Supply, install and monitor instrumentation for two orifice flow meters in the loop.
• Validate the selection of orifice plates and flanges to be installed by others.
• Monitor and control operation of a groundwater well 58b-32, on the nearby 58-32 wellsite.
• The well 58b-32 site has a submersible pump, up to two storage tanks with level sensors, up to three motor operated valves, and a freeze protection circuit.
• Provide utility powerplant-standard human monitoring of the SCADA and visual surveillance systems whenever the test facility is in operation (i.e., 24/7) for six months.
• Provide on-site technician support within one hour of specified upset events.
• Provide 6:00 am daily operating reports, summarizing the previous 24-hours, to state forge management by 6:30 am.
