The vendor is required to provide ethics e file system include:
• Improved transparency to the public by publishing real-time and accurate data for viewing, sorting, and downloading from the web;
• A solution that meets all legal requirements of the campaign reporting act, school district campaign reporting act, the lobbyist regulation act, and the financial disclosures act;
• A solution that is easy to use and reduces support calls and improves reporting compliance for filers using the system;
• Provides robust compliance tracking and administrative tools to look up and assist filers with meeting registration and reporting requirements and provides for improved operational efficiency for compliance officers;
• Allows for compliance and penalty notifications to be prepared and sent per filer or in batches and registration and penalty fee collection via cash, check, e-check, and credit card;
• A nimble system that can be modified to meet an update in business requirements or to improve usability as needs change.
- Requirement:
• To secure qualified professional services to design, develop, implement, perform data conversion, document, and train staff on a custom ethics e-file solution.
• The office intends to maintain a contract for maintenance and support while also utilizing internal staff for some support depending upon the effort and complexity.
• Include analysis and planning, project management, design, programming, training, data conversion, operational support and other professional services directly related to the installation, customization, implementation and on-going operation of the new system.
• Prefers a system that will be hosted in a redundant cloud space secured and otherwise controlled by the state to minimize the risk of losing control of state assets by using a vendor provided hosting solution.
• Enterprise department will likely be prepared to offer this solution by the time testing and implementation phases are scheduled.
- Services for include:
• Necessary software code and software licenses;
• A dedicated project manager;
• Business analyst(s) to assist with discovery, gap analysis, design, and documentation;
• Software developers for customer development and software configuration with a focus on usability and standardization;
• Database developer(s) to develop an efficient and secure relational database and to complete data conversion efforts from the current premise-based SQL server database and externally stored filing records;
• Staff as needed for testing, installation, configuration, document development, and training.
