Data Integration Platform

The Vendor is required to provide a data integration (DI) platform in support of the police department.
- The platform shall enable department to visualize crime patterns and enable development of intelligence-led crime prevention strategies that improve department responses to crimes in progress.
- Centralize and streamline various data sources used by department e.g. police calls, police evidence systems, citizen interactions, video surveillance systems, police records, County arrest records, and more. Integrating the siloed systems will enhance efficiencies and increase productivity across all divisions of department. 
- The DI platform shall have the ability to absorb future unidentified data source systems as criminal intelligence evolves and grows.
- Manage structured, semi-structured, and unstructured data from external and internal sources to enhance business intelligence and analytics.
- Assign a project manager who is responsible for coordinating various activities such as: Solution Presentations, On-Site Training, Deployment, Configuration, Integration, Technical Support, Status reporting, etc.
- The City prefers an agile project management approach for the implementation of the DI platform with release maps and date ranges.
- The City prefers a cloud-based SaaS solution that can be accessed from a standard web browser, including but not limited to, all current supported versions of Microsoft Edge, Google Chrome, Mozilla Firefox, and Apple Safari.
- A solution that is developed using a responsive web design approach for use on a multitude of devices, including desktops, laptops, mobile data terminals (MDT), tablets, and smartphones.
- A solution that operates at a high level of security using Transport Layer Security (TLS), version 1.2 or higher, for account registration, authentication, and all actions performed by administrators or other users.
- The City prefers that the solution supports integration with existing Single Sign-On (SSO) solutions (e.g., Azure Active Directory, SAML 2.0).
- Unlimited user accounts.
- Solution shall be accessible seven days a week, 24 hours per day.
- Staff shall be able to receive real time notifications from any agency source systems and effectively use the integrated data to satisfy immediate and long-term SCPD needs.
- Authentication and Access Control
•    Integrate with the City’s existing Single Sign-On (SSO) environment (e.g., Azure AD, SAML 2.0).
•    Enforce Multi-Factor Authentication (MFA) for all user and administrator access.
•    Support Role-Based Access Control (RBAC) with configurable roles and permission scoping.
•    Apply the Principle of Least Privilege for all user accounts and service connections.
•    Log and retain all user authentication events and access activities for audit purposes.
- Logging, Auditing, and Monitoring
•    Maintain immutable audit logs for user activity, system changes, and data access.
•    Retain logs per applicable public safety data retention policies.
•    Integrate with the City’s Security Information and Event Management (SIEM) system for centralized monitoring.
•    Provide anomaly detection and alerting capabilities for suspicious activity.
- Data Governance and Lifecycle Management
•    Enable enforcement of data retention schedules based on legal and policy requirements.
•    Provide data lineage tracking from source through transformation to destination.
•    Include metadata cataloging to support audits and transparency.
•    Ensure governed access to data through secure APIs or user interfaces.
- Application and Platform Security
•    Secure all APIs with OAuth 2.0, input validation, and rate-limiting.
•    Follow Zero Trust principles, including internal segmentation and continual identity verification.
•    Follow a secure Software Development Lifecycle (SDLC) including static code analysis, vulnerability scanning, and remediation practices.
•    Undergo annual third-party penetration testing, with results shared upon request.
- Functional Requirements

•    Ability to conduct single point searches of name, address, phone, LPR, etc.
•    CAD, CAD history, RMS history, person profile and most recent mugshot
•    Allowance for multiple screen usage

- Interface Design    
•    Customized dashboards for individual users/groups
•    Varying roles of users, offering different views and pre-defined settings.
•    Ability to toggle between road/satellite/etc. view
•    High priority locations (schools, hospitals, jails, etc.) shall be a standard layer that will auto fill.
•    Ability to toggle added layers (parole, probation, etc.)
•    Incorporation of school, commercial, and residential pre-plans, maps & floorplans
•    Provide version control for form templates and created forms.
•    Ability to support In-Form calculated fields and conditional logic.
•    The application software must provide an easy-to-use administrative console for integration task management.
- Analysis Capability    
•    Crime mapping capabilities (day of week/time of day)
•    Association chart/network analysis capabilities
•    Animated activity for cell phone activity, pings, trackers, etc.
•    Open source/social media integration
•    Ability to create a shapefile to isolate data, cameras, etc. to a desired location
•    Ability to upload crime data from outside resources (parolee, probation, warrant, etc.)
•    Ability to create record of activity, usage, stats, supervisor mode
•    Operational planning through addition of shapefiles, production of PDF file
•    Customized reporting through SQL queries, comparable to Crystal Reports
•    Ability to predefine reports to be scheduled, created, and delivered automatically
•    Ability to acquire owner information by clicking on parcel
- Alerts/Messaging    
•    Real-time object-based alerting capabilities
•    Mass communication alert capabilities
•    Ability for officers to snap photos/live stream in field and have uploaded to platform
•    Electronic monitoring (parole, probation, etc.)
•    Ability to share images/videos with other users of the platform
•    Ability to share images/videos with other agencies outside the platform
•    Templates for mass communication, social media posts, etc.
•    Ability to mass message a group of users by selecting an area of assignment.
