The Vendor is required to provide a web-based, vendor-hosted, online learning management system (LMS) that includes, but is not limited to, training courses and related records management for the staff of the City.
- The system requirements are intended to serve as guidelines for features required for satisfactory performance.
- This includes in-person, instructor-led trainings as well as online learning opportunities.
- This developmental initiative is designed to achieve the following learning goals:
- Develop a cohesive learning program consisting of both in-person, instructor-led and on demand, online trainings to enhance employee engagement in professional development.
- Provide industry-based trainings and certifications to meet both Federal and State regulations (i.e. public safety, Agency trainings).
- Implement career management and professional development processes to improve employee performance and strengthen competencies for effective succession planning.
- Gain efficiencies in the management, course delivery, and tracking of learning and development within an intuitive and user-friendly LMS environment (both on the platform’s front and back end).
- Provide one location to monitor and report on the status and progress of employees in areas of both training and Federal/State compliance.
- Capture employee feedback to improve individual and group training experiences.
- Availability of the LMS for 24/7, 365 days/year for up to 900 users throughout term of contract.
- Migration of existing/future employee training data from current provider of the city’s training SaaS platform.
- Integrate or Sync with Windows Active Directory so users can be authenticated from login (local or remote) to access LMS through a link without the need to log in again.
- Offeror will secure and maintain confidentiality of data. Offeror will provide redundancy of data to mitigate service disruption. At a minimum, software will include encrypted data transmission and storage, data backups shall be performed on a regular basis, with a minimum frequency of once per 24-hour period (nightly), to ensure data integrity and business continuity.
- Offeror will coordinate with the City’s IT department to obtain City information as needed to develop and implement the Learning Management System.
- Software will be compatible with multiple current web browsers, including Google Chrome, Firefox, Safari, and Microsoft Edge.
- Software will provide the ability for system privileges/access and security to be assigned by designated users/administrators.
- Software will have single sign-on capability with Microsoft Azure AD Single Sign- On (SSO) with Security Assertion Markup Language (SAML). Software will support Multifactor Authentication, including the use of a YubiKey or other device designated by the City.
- Software will be scalable for increased number of users and/or additional City departments.
- The estimated number of City employee users is as follows:
• Approx. ten (10) City employees with full access to admin-level functions.
• Approx. fifteen (15) super users from various City departments with access to certain admin-level functionalities.
• Approx. nine hundred (900) employees across various City departments with access to basic LMS functionalities.
- Software will provide the ability for multiple users to access the information concurrently without issue.
- Platform will provide the ability for different types of devices to access its features, including desktop and laptop computers, mobile phones/devices, and tablets.
- Prior to software implementation, train approximately six (6) HR staff and selected staff as LMS administrators on front/back-end of LMS platform.
- Provide ongoing technical support for all administrators and users on the platform as needed throughout term of contract (at minimum Monday-Friday, 8:00 A.M.- 5:00 P.M. EST), including implementation support, train-the-trainer sessions, course recommendations, competency and course mapping trainings.
