The vendor is required to provide mass notification system for include:
• System must support account provisioning with custom user roles, groups, and permissions
• Must use the xml-based data format known as the common alerting protocol
• System must support creating sub-groups that allow for separate roles, permissions, branding, and templates
• System must support single sign on
• System must be cloud based, requiring the city to have no hardware or software onsite to allow the solution to work
• The system must be hosted in a major cloud service that has redundancy and survivability such as azure or AWS
• Device agnostic and must run on desktop, iOS and android
• Must integrate with ArcGIS
• Must support custom integrations via rest API
• Must support the following messaging channels: phone, SMS, e-mail, wea, EAS, Facebook, Instagram, X (formerly known as twitter), electronic sign boards, desktops, RSS feeds, public address speakers
• Must support cancelling messages in the process of dissemination
• System must support customized branding and messaging templates
• System must support a mobile app for message recipients (citizens) to view active alerts, and receive alerts specific to their area
• System must support message translation through google translate or microsoft translator
• System must support importing ArcGIS shapefiles and layers
• System must support pre-scheduled messages including audience and geographical area
• System must support a text-to-signup feature allowing users to text a phone number to enroll in emergency alerts
• System must support user profile management allowing users to opt-in or out of alerts
• System must support integrations and information sharing with Waze, ArcGIS, first due.
