- Requirement:
• Ability for staff to create solicitations for various types and maintain templates for future use.
• Include collaboration capabilities so that staff can work with internal departments to develop requirements.
• Ability for staff to see the status of the solicitation development process to include changes made by other users and open action items to be completed.
• Include comment ability to “tag” other users for collaboration purposes.
• Ability to publish various solicitation types within the portal.
• Include a vendor management module that is free of charge for vendors to sign up and respond to solicitation requests.
• Ability for vendors to create a profile that can store information such as contacts, certifications, commodity codes, TIN and EIN, and other required information.
• Automatic bid notifications sent to registered vendors.
• Ability for vendors to view solicitation details without first having to register and create an account with the system.
• Integrated calendar system for internal staff and vendors to track key dates. tracking of attendance at public meetings like pre-bid meetings.
• Interactive Q&A with respondents on a bid, so all vendors can track and see the Q&A.
• Ability for internal users to assign vendor questions to internal departmental users and subject matter experts to respond to the vendor’s questions.
• Fully sealed-bid compliant with online bid openings fully supported.
• Features for evaluations and awarding (including line-item bidding and awarding).
• Features for contract management including syncing spend from the financial system to track spend on a project.
• Ability to maintain a checklist feature for managing the contract negotiation and execution process.
• Ability to integrate with a searchable database for available cooperative purchasing agreements.
