The vendor is required to provide corrections information technology system and software configuration, with minimal customization, implementation services, data conversion and migration, data mapping, implementation of required interfaces, data sharing with internal and external entities, training, testing, and ongoing maintenance and technical support for the life of the contract.
- High-level functional capabilities
1. Manage administration
• Manage contract and vendor management office: planning, negotiation, execution, monitoring and ongoing management of contracts and relationships with external vendors and suppliers, through various programs or systems.
• Manage legal and regulatory compliance: ensure compliance with federal, state and local laws, regulations and civil rights; manage legal matters including lawsuits, offender grievances and monitor and report on compliance metrics.
• Manage planning and strategy: management of budgeting, policies and procedures, performance management, and reporting
• Manage records and retention for organization: maintain accurate records of offender profiles, incidents and activities; and document security protocols and procedures.
2. Manage community corrections
• Manage case and supervision: management of officers, supervision, offender data, standard conditions, special conditions, parole and clemency, and conditional release.
• Manage intake: management of offender id and registration, sentencing authority, movement and sentence structure, calculation of release date, and determination of special conditions
• Manage investigations: management of assignment of investigations, determination of due date, tracking and completion of investigations, and management of absconders.
• Manage parole board review: create dockets for pretrial and hearings for clemency or parole, grant or deny clemency or parole, supervise and support parolees, including risk assessment, compliance monitoring, and reintegration services.
• Manage risk classification: risk classification is actively managed throughout the offender's time in community corrections and determines supervision and contact types and frequency.
• Manage termination: management of pre-termination review (e.g., completion of special conditions, correct term date) and facilitation of terminations (e.g., preparation and administration of termination letter, filing with sentencing authority)
• Manage testing: the administrative and operational processes involved in planning, conducting, and overseeing various security tests designed to evaluate the effectiveness of various security measures, and equipment within the facility.
• This includes testing all functional equipment in the facility from alarms, gates, doors, locks, etc.
3. Manage compliance
• Compliance activity review: includes reviewing discipline, offender rights compliance, offender complaint review, monitoring of PREA incidents, review of classification policies and results, managing staff certification, and aca compliance.
• Manage audits and inspections: management of offender correspondence and mail and management of drug testing.
• Manage federal and statutory reporting: ensure that all required reporting is being produced, is accurate and timely.
4. Manage facilities
• Manage facility access: the overall process of managing secure access to facilities based on assignment, function, role, etc. for staff, volunteers, visitors, and offenders.
• This includes security badges, access control systems, monitoring, and all other aspects of ensuring secure access to facilities.
• manage incident response: management of emergency response, lockdowns, and evacuations.
5. Manage finances
• Manage payments and settlements: administration of financial transactions and settlements encompassing the disbursement of funds for various purposes such as vendor payments, employee salaries, legal settlements and other financial obligations.
6. Manage food services
• Manage food delivery: management of the process of coordinating, scheduling, and overseeing the distribution of meals to offenders in a correctional facility, ensuring compliance with dietary standards and security protocols
7. Manage health services
• Provide core EHR services: the implementation and maintenance of essential electronic health record systems to manage and document offender healthcare information, ensuring accessibility, accuracy, and security of medical data.
8. Manage industries
• Manage training and employment: matching offenders to appropriate jobs, monitoring of offender performance, overseeing training and certifications, managing jobsite.
9. Manage information technology
• Manage applications and software: manage the selection, implementation and ongoing maintenance of software applications and systems that support business processes and functions.
• Handle the implementation of new strategies, new development, and new feature sets.
• Manage cybersecurity risk: risk assessment, management of security policies and procedures, protecting data, managing an incident response plan, managing security awareness training, assessing vendor security, managing patches and vulnerability, managing security monitoring and logging.
• Manage data and analytics: managing data quality, data governance and management, managing databases, managing data mapping, managing business intelligence, operational and legislative reporting.
• Manage enterprise architecture and innovation: defining and documenting the IT landscape including hardware, software, data, networks and applications to ensure alignment with business strategies and efficient operations, while also cultivating a culture of innovation that encourages the exploration, adoption and integration of emerging technologies and practices.
• Manage identity and access management: managing identity governance, authentication, authorization, and user life cycle.
• Manage IT vendors and suppliers: manage relationships with IT vendors and suppliers including contract negotiations, service level agreements (SLAS) and vendor performance evaluations.
• Manage technology infrastructure: designing, building and maintaining a reliable and scalable IT infrastructure.
• Support IT operations: provide efficient and responsive IT support services, including helpdesk support, troubleshooting and incident management to minimize downtime and disruptions.
10. Manage offender health services
• Administer health services: management and delivery of healthcare services to offenders, including medical examinations, treatments, and preventive care, while ensuring compliance with legal and ethical standards.
• Provide core EHR services: the implementation and maintenance of essential electronic health record systems to manage and document offender healthcare information, ensuring accessibility, accuracy, and security of medical data.
