The Vendor is required to provide a web-based Software as a Service (SaaS) applicant tracking software to assist in the hiring process for new applicants.
- The software should allow for customization of questionnaires and forms, communication between applicants and background investigators, and online completion of forms to better accommodate applicants.
- Provide a secure, self-service, encrypted web portal or an alternative secure mechanism for users to complete required forms, authorize the background investigation, and receive required notices.
- Web-based software shall act as an electronic file management system to replace all paper files.
- The applicant files shall be searchable by name, social security, or other identifying information.
- The County shall own and have access to any data collected by the system.
- The web-based software shall be accessible through a secure online portal.
- The portal must support at least 30 authorized agency users with an unlimited number of applicant users.
- These packets will include forms for specific requests, including but not limited to:
• Criminal background
• Credit
• Employment history
• Military history
- Files for hired applicants must be retained for five years after they resign from their position or are terminated.
- The system should support Multi-Factor Authentication.
- The system should support user lifecycle management, including account provisioning, role-based access assignments, and timely DE provisioning when a user’s employment or assignment ends
- County data warehouse and BI platforms.
- Support for data export in standardized formats on demand.
- The ability to communicate and share files with other law enforcement agencies that utilize the same software.
- Prompt candidates to provide required information when a file is incomplete via email and/or Short Message Service (SMS) text.
- Provide users with a dashboard that contains a visual roadmap showing the status of each candidate’s file and what stage of the background process the candidate is currently in.
- All system features shall be available in the proposed version of the software and not in a future product roadmap.
- Provide status reports based on unit and individual investigator performance. Such as how many applicants were submitted, how many were closed, etc.
- System shall track the number of completed applicant files at any given time.
- System updates shall be performed any time after 5:00 p.m. MST.
- Contract Period/Term: 2 years
