The Vendor is required to provide for the acquisition or rental of a Bus Routing/Fleet Management Software and Automatic Vehicle Locator/Global Positioning System Tracking (herein referred to as “AVL System”) for the County’s school bus fleet.
- This system should include route planning capabilities.
- Furnish all labor, materials, equipment (hardware), software, documentation, training, technical support necessary for the proposed AVL system.
- Provide GPS devices compatible with the proposed AVL system. Devices should be new, and the latest production model of the proposed manufacturer. Equipment may be purchased or rented by board.
- Board may require the transfer of GPS devices to new buses as part of the bus replacement cycle.
- System should be web hosted by the Offeror and should include the following functionality:
• Route planning, including bi-directional interface between AVL/GPS system and the route planning application.
• Field Trip management platform to manage field trips electronically including field trip billing. Should have the ability to request field trips via the software suite and capture appropriate approvals through electronic workflows.
• Fleet Management including inventory management to manage vehicles, vehicle work orders, and inventory control.
• Employee data management
- Provide the following management information:
• Actual arrival/departure times and parking location
• Excessive idling
• Adherence to route schedules and stops
• Adherence to posted speed limits
• Adherence to proper railroad crossing procedures
• Adherence to proper use of amber warning lights and flashing red stop lights
• Harsh braking incidents
• Unusual acceleration incidents
• Engine diagnostics
- Reporting:
• The AVL System should provide modules for data queries and reporting capabilities, to include email incident notification compatible with Gmail. Reports should be exportable to a format compatible with Microsoft Office products.
• The AVL system should provide user friendly and system programmed reports (daily, weekly, monthly cumulative statistics). Database queries should allow the creation of non-programmed, spontaneous reports using specific and selective information. Reports should have built in calculation capability.
• The AVL System should have the capability of sending scheduled reports via Gmail compatible email to designated managers.
• The AVL System should provide downloaded maps with routes.
• The AVL System should provide a system to identify routing effectiveness and efficiencies.
• The AVL System should interface with the PowerSchool Student Information System.
- The system should be available 99.9% of the time when measured on a 24 hour per day, seven days per week basis with no more than a 24 hour consecutive down time.
