The Vendor is required to provide Human Resources Information System (HRIS) that provides seamless and efficient processes for its Benefits, Recruitment, Time Entry and Payroll Processes.
- Benefits:
• Time entry standardization: system must be date sensitive designed for a bi-weekly payroll that encompasses benefits, deductions, and accruals and applies corresponding data to the correct reporting period
• Capable of rolling select employee accrual balances into new year/carry over
• System to be time sensitive – especially for autopay system requires a scheduling and time entry module that eliminates the current practice of lump sum autopay hours. This is required to properly track time worked for disability management.
• There are many manual changes and tracking – it would be beneficial to automate these manual processes by system being capable of tracking multiple criteria and triggering changes and/or notifications
• Benefits is driven by recruitment – hence explore the capability between automatic benefits application depending on the kind of hire
• Benefits onboarding incorporated into the system i.e. Completing standard insurer forms and transferring elections into employee enrolments and completed forms
• Way of tracking where employees report for work for risk assessments
• Robust reporting tools that allow users to smoothly define templates, criteria and selection parameters, identify data to be extracted via inquiries and reports
• Tracking and ability to display/search on historical information such as name changes, sin changes
• Incorporates phonetic pronunciations (spelling the way it sounds)
- Recruitment:
• A system that would track the employee’s entire time at the city – from their application / onboarding etc., to their departure.
- Time entry and payroll:
• Levels of security for different end users would be critical
• Understanding multiple collective agreements
• Ability to have multiple pay runs (off cycle) not just bi-weekly – works with city posting
• To expand the historical tracking for all pay types/code for accrual purposes, along with historical reporting for record of employments (roe), t4s, contract ratification (retros)
• Reporting tools to align with the requirements for pension corporation, receiver general, service state, ability to have a high level of query builder within the system
• Charging cost to work orders & other capital projects.
• Flow of information into and out of our current ERP and with other systems needs to be seamless and timely
• Take into consideration historical data – we are legally required to hold data for 7 years
• Needs to work for fire services as well
