The vendor is required to provide paper ballot voting services for the 2026 municipal election.
- Voting opportunities
• Internet voting will be conducted throughout the entire voting period for approximately (10) consecutive days.
• Internet voting will begin in advance on Saturday, October 17, 2026 and will end at the closing of the polls at 8:00 p.m. on election day, Monday, October 26, 2026.
• Paper ballot voting, will be offered on advanced voting day (October 17, 2026) and election day, Monday, October 26, 2026, at approximately 10 voting locations throughout the county.
• The event of an emergency, the municipality may decide to implement advance paper voting at in person vote anywhere voting locations if needed.
• Voting opportunities will be provided at institutions, and retirement homes on Monday, October 26, 2026 – election day.
• The voting solution are intended to apply to the entire voting period (10 consecutive days) and any by-election, which may be held during the 2026 - 2030 term of council and school board trustees.
• An integrated solution that clearly demonstrates the seamless and full integration of the internet and paper ballot voting systems, in conjunction with the county’s and for calculating final results that includes both the ballots cast over the internet and by paper ballot, at in person voting locations.
• Internet voting will be available for the entire voting period (10 consecutive days) with the paper ballot option being available only on advanced voting day and election day (Monday, October 26, 2026).

• Provision of an internet voting and paper ballot voting solution;
• Provide a detailed plan outlining how your company will ensure adequate securities are in place to ensure the safeguard of personal and election information being collected when voting by internet, available audit controls and reporting of the internet voting system;
• Electronic tabulators for the counting of paper ballots to be available at polling stations during of advanced voting and on election day;
• Preparation of the ballot in both internet and paper formats;
• Option for a voting aid to provide electors that are unable to mark a paper ballot independently, the option to do so using an electronic ballot marking device with audio prompts accompanied by an aid such as sip-and-puff, paddles, or a handheld controller, in accordance with the accessibility for act;
• Ability for all voting methods to integrate with municipal voter view ensuing seamless ability to manage the voters list;
• Producing, printing, sorting, mailing of voter information letters to all eligible electors;
• Provision of technical support for internet voting software and all devices;
• Provision of the election website for electors to access the on-line voting application;
• Provision of a test environment to be made accessible to the participating municipalities to educate the public in how to vote by internet prior to the start of advanced voting;
• Full voting service including the final version of voting software, website, voter information letters and ballot design, and provision of any relevant hardware in a “ready to use” state to be provided no later than July 27, 2026;
• Daily reports on the advanced polling days, and election day.
• The system must be protected against abuse, tampering, fraudulent use, illegal manipulation by electors, election officials, or any other individual or group and must not allow marketing pop-up screens.
• The system must preserve the integrity of the voting process.
