The vendor is required to provide case management and analytical system tool that enhances and streamlines case analysis, including capabilities to:
• Collate large data sets and create illustrative graphics, such as link analysis charts, timelines, and organizational charts from system data.
• Reconcile and merge matching pieces of data from multiple data sets.
• Provide optical character recognition.
• View pdfs.
• Combine multiple pdfs.
• Create customizable profile sheets based on system data, including a configurable “baseball card” style profile sheet.
• Conduct geospatial analysis and geo-locate addresses and latitude and longitude information contained in system data.
• Create custom workflows.
• Display information from a multi-nodal graph database.
• Import structured data from spreadsheets.
• Export data to multiple file types, including .csv, .xlsx, and .pdf.
- The case management solution shall organize and track tasks and provide robust automated reports, including capabilities to:
• Create and customize supervisor dashboards.
• Create and customize outward-facing access-controlled dashboards.
• Create management and usage reports based on system information.
• Assign unique identifying numbers to tasks.
• Ability to assign tasks and subtasks to individual users.
• Ability to track the status of all tasks.
- The solution shall include a platform that can integrate and share information with a variety of resources, including:
• Data sharing with other fusion centers, high intensity drug trafficking area (HIDTA) investigative
• Support centers (ISCS), and other law enforcement agencies using the same solution.
• Integration of APIs from commercial and law enforcement data sources, including, but not limited to, TLOxp and Idicore.
• RISSIntel integration.
• Esri integration.
- The solution shall provide capabilities for ingesting, analyzing, and reporting suspicious activity reports (SARs), including:
• A public-facing platform for intake of SARs from the public and law enforcement.
• Real-time alerting of specified personnel whenever a SAR is submitted.
• Auto-generated tracking numbers for all SARs.
• User analysis of SARs.
• A production SAR database for analyzing SARs with strict, customizable purging rules.
• Connection to an internal tracking SAR dashboard, excluding any personal identifying information (PII).
• direct submission of SARs into eGuardian.
• geo-spatial capabilities for SARs that have latitude and longitude data.
• ability to share SAR information with other fusion centers in state using the same software after an internal review and approval process.
- Ability to receive Sar information shared by other fusion centers in state using the same software.
- The solution shall have robust and flexible audit capabilities, including:
• Adherence to cfr 28 part 23 standards.
• A robust data retention policy, including customizable and flexible purge criteria.
- The solution shall be modern and low maintenance:
• The solution shall be gov-cloud-based and provide criminal justice information services (CJIS)-compliant cloud storage.
• Costs for maintenance and upgrades shall be included in the cost of the solution.
• The solution shall have customization tools and access controls.
• The solution shall have single sign-on capabilities, which shall be configured and implemented.
