The vendor is required to provide GIS mapping tool to identify the most environmentally vulnerable or burdened communities in state based on a cumulative burden score that incorporates exposure to pollution and climate risks and the presence of sensitive or vulnerable populations, as well as whether the community meets criteria related to lower household income.
- Tool development and methodological integration
• Collaboration with office to refine the cumulative impact analysis (CIA) methodology so that it is analytically sound, transparent, and practical for both project applicants, state agencies and key stakeholders.
• Ensure the tool’s scoring and outputs are fully aligned with office proposed CIA process.
• Draw on expertise to test the methodological approach for accuracy, reproducibility, and fairness.
• Incorporate insights from simulations and research previously conducted by the contractor to confirm that office CIA process is sound.
- Testing and refinement
• Beta testing with office and partner agencies: deploy an initial “beta” version of the tool for review by agency, office and other relevant agency stakeholders
• Technical accuracy and validation: validate the accuracy, appropriateness, and representativeness of mapped data layers, cumulative scores, and burdened area designations
• Policy and regulatory alignment: confirm that outputs align with state CIA guidance, and regulatory expectations for siting and permitting.
• Feedback collection and synthesis: collect feedback from relevant stakeholders.
• Refinement and finalization: incorporate agreed-upon feedback into the revised version of the tool.
- Training and knowledge transfer
• Technical documentation: provide detailed documentation of the tool’s architecture, data sources, update processes, and troubleshooting protocols.
• Knowledge transfer package: deliver a consolidated package that includes source code, datasets, technical notes, and instructions for IT staff to sustain and maintain the tool independently.
