The Vendor is required to provide an online, web-based platform to conduct foreclosure, Treasurer’s deed, and tax lien certificate auctions.
- Provide comprehensive Internet Auction Services for:
• Tax Certificate Sales
• Public Trustee Foreclosure Sales
• Treasurer’s Deed Sales
- Solution will replace in-person auctions with a secure, web-based platform that integrates all three auction types into a single, user-friendly system, ensuring compliance with state statutory requirements and meeting the County’s operational needs.
- Web Platform and Hosting
• Shall host and maintain a secure, reliable web-based auction platform (“Web Site”) capable of listing properties and processing competitive bids.
• The Web Site must:
o Display all statutorily required property information and disclaimers.
o Hosted on servers that meet high performance standards, ensuring availability during business hours, with no planned maintenance during these hours.
o Offer redundancy and backup to prevent data loss and minimize downtime.
- Auction Administration and Support
• Data formats for import and export: provide instruction and data formats on data delivery to the solution from treasurer and public trustee systems and import of data into the same systems after the auction.
• Auction setup: configuring formats (sealed bid, proxy, etc.), schedule, batch sizes, and parameters in consultation with county staff.
• Managing bidder and county user accounts, including registration, verification, access levels, and retrieval of data.
• Monitoring network and platform performance during auctions.
• Providing prompt technical support for any issues experienced by users or county staff.
• Delivering training sessions (phone or webinar) for designated county personnel before auctions.
• Offering responsive phone and online support for bidders and county staff during business hours.
- Platform Capabilities
• Posting properties/tax liens with relevant tax roll and appraisal data.
• Free registration for users, with secure id and password credentials.
• Accepting, processing, and displaying bids in real-time, including bid withdrawal (if permitted).
• Supporting optional proxy bidding, automatically bidding on a user’s behalf up to their maximum.
• Displaying approved auction results to all authorized users.
• Providing county auctioneers and contractor administrators real-time monitoring, reporting, and immediate access to results.
• Delivering results compatible with the county’s sap accounting system and other software utilized within the county treasurer’s office within one (1) hour of auction close.
• Allowing administrators to adjust auction parameters, user registration information, and access privileges.
• Accepting / processing monies in us dollars, including but not limited to, bidder’s earnest money or deposit required before being able to bid on any property for auction and transferring that money to county.
• Next business day disbursement of funds to county and / or bidders, if necessary.
• Collection of a valid IRS form w-9 from each bidder prior to payment acceptance and store all submitted forms in a secure, encrypted environment with appropriate access controls.
• Provide reconciliation reporting tools that enable the county to reconcile daily deposits against auction activity, track bidder payments and parcel level transactions, and generate reports in csv, excel, and pdf formats.
• Support all functions listed above on all mobile platforms, devices, and operating systems regularly used by the public in the country.
