The Vendor is required to provide ERP project management advisory services, including implementation strategy development, cost estimation, and procurement support for migrating a legacy on-premises Oracle E-Business Suite ERP system to a modern cloud-based solution utilizing Oracle Fusion Cloud as the core financial system.
- Provide advisory services in support of a migration to a modern Enterprise Resource Planning (ERP) system.
- The engagement shall include a comprehensive staffing and resource assessment to identify the personnel, skills, and organizational capacity required for both a successful implementation and the long-term support of the chosen ERP solution.
- The chosen consultant shall provide consulting, research, and technical assistance as specified herein, together with other related functions and duties as directed by district.
- Recommended personnel and skill sets for implementation and ongoing support
- Suggested staffing adjustments to support knowledge transfer, change management, and sustainability
- Organizational structure recommendations for long-term ERP maintenance and support
- Future-state ERP support model outlining ongoing roles, responsibilities, and capacity needs.
- Collaborate with stakeholders to validate findings and identify any remaining gaps in business processes that the new ERP system should address.
- Identify and document any additional current-state processes, requirements, or risk areas not fully addressed in the Gap Analysis but necessary to support project planning, system design, or implementation activities.
- Review and evaluate vendor proposals against technical, functional, and business requirements, documenting strengths, weaknesses, risks, and total cost of ownership.
- Develop an implementation roadmap based on vendor responses, including estimated timelines, costs, resource commitments, and key milestones.
- Review agency existing ERP and related data (financials, payroll, HR, procurement, assets, and other relevant areas) to identify potential data quality issues that could impact migration to a new system.

• Establish a clear roadmap and cost estimate that enables informed decision-making by agency leadership.
• Recommend an effective implementation strategy, including evaluation of phased versus full deployment options.
• Assist in the development of a clear, comprehensive, and competitive Implementation Services RFP for selecting a System Integrator (SI) and associated implementation services.
• Assist in the evaluation of proposals received.
