The vendor required to provide growth management forecasting solution that will enable the city to perform analysis, modelling, and monitoring tasks related to population and employment growth data and projections.
- Provide the services to successfully implement their proposed solution, which will include the initial setup and configuration, integrations, and training of the city’s identified users.
- The solution implementation, the supplier shall provide the on-going licensing, maintenance, and support services for the solution for the duration of the contract.
- Mandatory functional specifications
• The solution must be able to forecast based on historic data and future proposed development statistics provided by the city, and built using GIS data and databases to spatially track and analyze population, housing and employment trends.
• The solution must be able to ingest various population and development data to track, monitor, and manage future statistical modelling for forecasting population and employment growth.
• The solution shall provide interactive graphical user interfaces or dashboards to allow city users to explore and analyze data regarding:
o City-wide and sub-geographic population and housing growth;
o Residential intensification and built form trends;
o Employment growth by sector and geography;
o Development application absorption; and
o Servicing capacity and infrastructure constraints.
• The solution shall have the ability to provide predictive modeling to be able to forecast residential and employment growth, including allowing inputs from users for “what-if” analyses and growth trajectory testing.
• The solution shall support the ability for city users to build scenarios to perform predictive modelling on short-term housing activity and population impacts by factors including geography and year.
• The solution shall provide tools to assist with compiling, managing, and analyzing historical and current development activity.
- Mandatory integration specifications
• The solution must have the ability to integrate with the city’s on-premise SQL data warehouse and microsoft fabric cloud platform, including integration of local building permit data, development applications, and other relevant datasets.
• The solution shall support application programming interface (“API”) and web services to allow for automated data retrieval and bi-directional integration between the solution and other city applications.
• The solution must have the ability to integrate with the city’s geographic information system (“GIS”) software, ArcGIS, open data platform, and map layers for use in data analytics and modelling.
- Non-mandatory technical specifications
• The solution should support the integration of external datasets, such as automated retrieval and update of provincial or federal census data, employment statistics, or open data portals, to supplement city data and improve modelling.
• The solution should allow city staff to export data visualizations and forecast scenarios produced by the solution in a common format (e.g., pdf, jpeg, PNG, csv etc.) for use in reports or other materials.
• The solution should provide role-based access controls to allow the city to control access to data and software components for designated users with varying levels of functions and access permissions.
• The access controls and permissions shall be accessible by the city through an administrator (i.e. superuser) account.
• The solution should leverage artificial intelligence or machine learning techniques to enhance forecasting accuracy, such as identifying trends, anomalies, or predictive factors in data.
• The solution should support the ability for city users to save, compare, and share “what-if” scenarios to enable comparison of different growth projections and assumptions without requiring advanced technical skills.
• The solution should support report building functions for city users to generate, configure, and export reports based on data available within the solution.
