The vendor required to provide financial market data and analysis tool platform as its financial markets solution to support its audit of the fair value of securities and derivatives financial instruments of our client and to obtain historical and real-time market information and news.
- The requirements include the following key elements:
• The solution must provide real time and historical information and data, including:
o The fair value of worldwide publicly traded securities (individually or in bulk): equities, fixed income and derivatives such as, but not limited to, futures and options traded on all international markets; and,
o The ability to extract financial market news and financial information related to exchange rates (including currencies of developing and emerging nations), interest rates, bond curves, commodities prices, credit ratings and corporate actions.
• The solution must provide the ability to calculate the fair value of securities, including:
o The ability to calculate the real-time and historical fair value of non-traded fixed income instruments and over the counter (“OTC”) derivatives such as, but not limited to:
1. Vanilla swaps and forwards
2. Bonds and swaps with optionality features including swaptions and callable bonds;
3. Cancellable and non-cancellable cross currency swaps;
4. Fixed and float conversion options on bonds and swaps;
5. Caps and floors options;
6. Interest step bonds and swaps;
7. Currency options;
8. Equity and commodity forwards;
9. Options on futures, interest rates and indices;
10. Total return swaps;
11. Swaps with multiple options; and
12. Credit default swaps and collateralized debt obligations
o The ability to perform sensitivity analysis when calculating the fair value of traded securities, such as fixed income, and non-traded derivatives by modifying key inputs such as payment frequencies, bond curves or volatility information:
1. Ability to change valuation curve;
2. Ability to shift basis point on a yield curve (both individual points and all points on a yield curve);
3. Ability to customize cash flow schedules; and
4. Ability to change volatility information when pricing options
• The solution must enable the user to save instruments characteristics that were uploaded for pricing.
• the solution must have the ability to export data (individually or in bulk) into a format that can be imported into microsoft excel:
o Market value of financial instruments using CUSIP, ISIN, SEDOL, and tickers;
o Bond curves;
o Priced OTC derivatives; and
o Real-time and historical financial market data (e.g., interest rates, exchange rates, credit ratings, etc.)
• The solution must provide english and French user interfaces.
• The solution must allow agency users to access all functionalities in english or French.
o If the solution is not bilingual-ready at the time of contract award, the contractor must demonstrate its capability to implement the bilingual interfaces prior to the award; and
o If the solution is not bilingual-ready at the time of contract award, the contractor must also be committed to implementing the bilingual interfaces after the award, within a timeframe that is reasonable and agreed upon by the agency.
• The solution should have a search engine to facilitate searching of data across the solution's databases or functionalities.
• The solution should be able to provide environment social and governance (“ESG”) information about publicly traded companies.
• The solution should be able to provide pricing of traded carbon offsets and to calculate the value of carbon offset derivatives.
• The solution should be able to price exotic derivatives such as digital options, rainbow options, variance, and volatility swaps.
• The solution should be able to price collateralized mortgage obligations.
