Hosted Online Survey Solution

The vendor required to provide hosted online survey solution to conduct online surveys and experiments with internal and external stakeholders and enables the impact and innovation unit (iiu) to gather information that can be used to inform and evaluate policies, programs, communications, and services.
- The software solution must include the following functionality:
•    Ability for client to design, personalize and implement surveys
•    Ability for client to design and administer discrete choice or conjoint experiments
•    Ability for client to implement randomized controlled trials
•    Ability to electronically collect data
•    Enable standardized question and questionnaire features
•    Enable reporting of data findings
•    Enable data input and export
•    Secure password authentication.
- The software solution must:
•    Be a managed service that consists of:
o    Required hardware platforms and storage to support the software solution
o    Any required network, security, and platform software (e.g., operating systems, databases, directories, firewalls) to support the software solution and the required application software to support the software solution
o    The required services to implement and configure the software solution, inclusive of importing existing data
o    The required services to maintain the software solution inclusive of software release, upgrades, and bug fixes, as they become available
o    Technical support for the software solution
•    Be hosted on, and store all data on the contractor’s secure servers in country
•    Be compliant with web content accessibility guidelines level aa and have a secure connection via https protocol using SSL encryption
•    Be scalable and able to handle a minimum of 5 concurrent users, as well as a minimum of 100,000 completed survey responses per year 
•    Allow users to design surveys with basic and advanced questionnaire structures, allowing for rapid survey creating and deployment of multiple versions with alternate survey content and logic to targeted subsets of stakeholders 
•    Allow users to customize survey templates and URLs to align with GOC policies and guidelines 
•    Create an administration control panel where the IIU can manage all user information (including secure password authentication and assigning access permissions) 
•    Create individual and aggregate response data and allow users to export data and reports 
•    Capture the general location of the IP address, while de-identifying the specific location as per GOC guidelines 
•    Allow users to work in the official language of their choice (English or French) 
•    Allow surveys to be configured so that respondents can take the survey in the official language of their choice (English or French).
