The Vendor is required to provide information to discover market availability and to guide its decision making regarding the availability of intelligence analysis and management solutions that can provide the center with a means to track, link, and analyze persons, places, things, and events of interest to the center.
- The intelligence management system will import data from a variety of disparate data sources including user input, commercial data sources, government data sources, and open source information.
- The solution will also include internal tracking, analysis and reporting of center internal workflows.
- Provide intelligence analysis and management solutions and any new technologies that have emerged since the previous procurement of an intelligence management system in 2013.
- Search and Query Capabilities: Enable advanced search functionalities, including fulltext search, faceted search, and geospatial queries across internal and external data sources.
- Facilitate Intelligence Led Policing (ILP) workflows that support the full intelligence cycle (Planning & Collection, Processing & Analysis, Dissemination, and Feedback) across police, driving agency-wide collaboration with intelligence products that better inform decision making and law enforcement operations.
- Workflow Automation: Automate work ticket creation, assignment, and tracking, with configurable workflows for ILP and intelligence cycle processes.
- Link Analysis: Provide link chart visualizations to map relationships between entities (e.g., persons, organizations, incidents).
- Generate automated reporting on purge/deletion activity.
- Data correlation / resolution and advanced analytical tools.
- Include entity resolution/correlation tools for resolving/correlating entities in the solution.
- Automated ability to discover associations (links) between people, places, and things in the solution.
- Supports real-time data integration with other police and 3rd party systems via secure API connectors.
- Provides Geographic Information System (GIS) analytic capabilities upon user entry of objects that include GIS coordinates.
- Role-Based Access Control (RBAC): Implement granular access controls to ensure data separation and compliance with privacy regulations.
- Single sign-on functionality that enables users to authenticate once and gain secure access to all integrated systems within the solution, reducing the need for manual data transfers or PDF-based consolidation.
- Enable the association of people, places, and things in the solution with those in other databases.
- System must include a records management component capable of logging: requests for information, assignments, incoming information, long-term criminal investigations, and significant events. The records management component of this system must have the ability to delegate assignments/tasks to multiple users, track the status of assignments/tasks, add additional incoming leads on an investigation, and import external documents directly to the record in chronological order with a modifiable date and time.
- The solution may interface (pull or transmit data or intelligence) with other state systems and thus may necessitate a role based, least privileged security model.
- The security requirements address areas such as user authentication, password policy, and secure data storage and data transmission.
- Import data for analysis in the solution from Arc GIS, I2 Analyst Notebook, Pen-Link or other comparable platforms.
- Export data from the solution for use in Arc GIS, I2 Analyst Notebook, Pen-Link or other comparable platforms.
- Successfully retire the existing on-premises platform and transition to modern, cloudbased Software-as-a-Service (SaaS) solution, developed and configured to police center user-defined requirements, ensuring a seamless transition.
- Dashboard management tool, and with ability to design ad hoc measures and data sets.
- Develop in-platform user guides and training materials to conduct onsite or remote training sessions, ensuring seamless transition and improved user experience.
