The vendor required to provide Geotab vehicle tracking and global positioning system (GPS) system should be implemented with cloud-based software that provides an easy way to deliver data operated in a single easy to use software-as-a-service (SaaS) platform.
- System requirements
1. Hardware
• Geotab go9 Verizon model go9-ltevzwc2 and harness model hrn-gs16k2 4g/5g for light duty and zero emissions vehicles or equal.
• Harness model HRN – gs09k2, for heavy-duty vehicles
• The telematics hardware must comply with national institute of standards and technology (NIST) special publication 800 for transport layer security (TLS).
• The bidder must show proof of participation by providing certification at time of bid submission.
• Global positioning system (GPS) devices installed by the proposed bidder will be the most current available technology capable fourth generation broadband (4g)
• To provide GPS device functionality, reporting capabilities, data integrity, and effective GPS device communication with the vehicle’s OBDII and data transmission network(s), device firmware will be updated to match evolving asset control protocol and communication technology advancements and configured to eliminate interference with asset systems communication.
• The GPS proposed hardware must be capable of automatically detecting the engine type of the vehicle it is installed in.
• Physical mounting of hardware device under vehicle dashboard must be included and must operate on vehicle electric power (12v or 24v).
• The vehicle hardware device units must meet and support non-operating temperature limits of -30 to +85c.
2. Software
• Fleet assets status using a GPS device connected to the vehicle’s on-board diagnostic ii (OBDII) that indicates vehicle location, mileage, ignitions status, fuel usage, and maintenance notifications.
• Monitor and provide real-time alerts via e-mail or test alerts to designated management end-users on how the vehicle is driven based on flagged unwanted behaviors at a minimum, speeding, hard braking, undue acceleration, idle, landmark crossing, danger to other vehicles on the highway or even pedestrians.
• The application, bidder owned storage data bases (data warehouse), and program interface (pi) will be software as a service (SaaS).
• The application must provide the ability to overlay map an asset’s location throughout the day and provide viewable, printable, and downloadable reports to all users for each data type collected or calculated.
• These reports will be customizable by department database administrator via the application programing interface (API).
• Downloadable reports at minimum must include excel, portable document format (.pdf), text comma delimitated (.txt) comma separated values (.csv), and hypertext markup language (html).
3. Mapping
• Application must provide the ability to overlay map an asset’s location throughout the day and provide satellite imagery, streetside, bird’s eye views, printable, and downloadable reports at minimum must include excel, portable document format (.pdf), text comma delimitated (.txt) comma separated values (.csv), and hypertext markup language (html) for each data type collected or calculated.
• Application must have the capability to allow all users to search for a location to display all closest vehicles to that location.
• The map display must be such that vehicle position and status automatically update on the screen without any input from the end-user in real-time.
• Application must be able to query historical activity for a given fleet vehicle over a user specified date range.
• Asset’s location must be tracked, and its travel plotted with no gaps between reporting points including arrows at reporting points on current maps.
• The proposed application must include selectable base-map gallery, and allow district, county, regions, and zip code boundaries, or any other layers to be added individually or in groups overlay on the map display.
• Application must support geographic information systems (GIS) and environmental systems research institute (ESRI) shapefiles, and interactive GIS data including, but not limited to streetlights, land use grids, and parcel data as a map layer.
• Application must easily find a vehicle, driver, location, or tagged group using the search function on the mapping application.
