- Currently utilizes a web-based licensing system that was implemented more than seven years ago and is built upon a general-purpose permitting platform.
- The system has been customized over time to support cannabis-specific licensing workflows.
- The current marketplace for commercial cannabis licensing systems, including products purpose-built for cannabis regulation, configurable permitting platforms adapted for cannabis use, and approaches for system continuation, modernization, migration, or replacement.
- Objectives:
• Identify Vendors and Products – Identify vendors offering software platforms that support commercial cannabis licensing and regulatory workflows for local government agencies.
• Understand System Architectures and Technical Approaches – Obtain information on system architectures, including cloud-based or Software as-a-Service (SaaS) offerings, a data dictionary, configuration versus customization models, data ownership practices, security approaches, and system upgrade strategies.
• Assess Cannabis-Specific Functionality – Understand how available products support cannabis-specific licensing processes, including provisional and annual licensing, renewals, amendments, compliance activities, and enforcement-related data.
• Assess Implementation and Migration Experience – Gather information on vendor experience implementing cannabis licensing systems, including migration from legacy or heavily customized systems and the level of effort required from agency staff.
• Assess Accounts Receivable (AR) Capabilities and Integration Options – Obtain information on whether and how vendor products support accounts receivable (AR) functions associated with licensing fees, including invoice generation, receivable tracking, adjustments, reporting, and integration with external cashiering or financial systems.
