The Vendor is required to provide a Google Maps Platform Pro Plan subscription that offers the best overall value to the State.
- The solution shall include an initial allocation of digital calls, access to additional usage blocks, and the ability for agency to procure additional capacity on an as-needed basis.
- Solution must provide cost-effective, scalable, and reliable access to Google Maps Platform services, including the Maps, Routes, and Places APIs, to support SCDOT’s enterprise, internal, and public-facing applications.
- These services are essential for routine transportation operations and emergency response activities, including severe weather and evacuation events.
- Google Maps Platform across web and mobile applications for geolocation, routing, visualization, and place search functionality.
- The ability to ensure high availability, performance, resiliency, responsive support, and effective usage management.
- The subscription shall provide authorized access to Google Maps Platform APIs, which may include, but are not limited to:
• Maps APIs for interactive mapping, visualization, and map rendering
• Places APIs for place search, lookup, and contextual location information
• Routes and Navigation APIs for routing, directions, travel time, and navigation services
• Geospatial and Data APIs for spatial analysis, coordinates, and location-based data services
• Imagery and Environment APIs for map imagery, environmental context, and related visualization services
- The subscription must support Agency-controlled API keys, including the ability to configure and enforce quotas, usage limits, restrictions, and environment segmentation (e.g., production, development, and test).
- This allocation shall not replace or reduce the base subscription allocation and shall function solely as supplemental coverage to prevent service disruption during periods of elevated demand.
- The allocation shall be provisioned within the Agency’s Google Maps Platform billing environment and made available for immediate use by authorized Agency systems and applications.
- Billable events shall be defined and measured in accordance with Google Maps Platform pricing and billing definitions.
- Properly configured against the Agency’s billing account and usage limits;
- Provide the ability for the Agency to procure additional Google Maps Platform billable events in blocks of ten thousand (10,000), on an as-needed basis.
- The Agency estimates that it may require up to one hundred (100) additional billable event blocks annually, depending on actual system usage and operational demand.
- These services are required to ensure effective administration, transparency, and optimization of the Google Maps Platform subscription and associated usage.
- Provide the following:
• Designation of a qualified account manager to serve as the primary point of contact for the Agency.
• Ongoing coordination related to subscription administration, billing, and usage monitoring.
• Regular usage analysis, including trend identification and consumption forecasting to support Agency planning and budget management.
• Recommendations and assistance related to API usage optimization, including caching strategies, quota configuration, rate limiting, and other cost-control measures.
• Support for application scaling, onboarding of new use cases, and changes in demand.
• Coordination with Google technical support and escalation teams to address issues impacting availability, performance, or billing accuracy.
