Integrated Traffic Management and Enforcement System

The Vendor is required to provide for consultancy support to design and support an Integrated Traffic Management and Enforcement System (ITMES). 
- ITMES is conceived as a system-of-systems approach, integrating speed enforcement technologies with traffic signals, sensors, CCTV, ANPR, and vehicle compliance detection within a coordinated national platform.
- A secure back-office capability will be required to support automated evidence handling, citation processing, fine payments, license-action workflows, and controlled data exchange with the department and other authorized entities.
- The system is expected to be deployed through a phased national rollout, commencing on high-volume, high-risk corridors on agency and expanding progressively to other districts and the agency. 
- This approach allows for validation of systems performance, governance arrangement, and organizational readiness prior to wider deployment.
- must explicitly articulate the procurement implications of each shortlisted option—including vendor market capacity, likely commercial models, anticipated risk allocation, and procurement sequencing—to ensure that the recommended approach flows seamlessly into the procurement preparation activities.
- This assessment shall result in a clear actionable project roadmap outlining recommended sequencing, prerequisite actions, inter-agency dependencies, and capacity or legislative enablers that must be in place prior to procurement and implementation.
- The conceptual design will outline the enforcement, analytics, data-management, and operational capabilities required, together with the system performance levels necessary to ensure effectiveness, reliability, and long-term scalability.
- The governance assessment will also inform the procurement structure. This includes identifying which entity should act as the contracting authority, the operational responsibilities that influence service-level requirements, and the organisational roles that must be supported through training, staffing and operating procedures.
