The vendor required to provide ballot delivery and tracking system must enable eligible voters to receive their ballots electronically, while ensuring data integrity, voter privacy, and compliance with federal and state election laws.
- Ballot delivery system
• The system must securely transmit unmarked ballots of the appropriate style, including supporting documentation.
• The system must be securely accessible through the internet to verified and authorized users.
• The system must provide for the verification of the authenticity of the identity of the voter before granting access to the transmission of election material.
• Ballots must be available no later than the 45th day prior to election day and available through the end of the election.
• The system must be accessible to a voter with a print disability.
• The system must be compliant with the act.
• The system shall provide for transmission of ballots only.
• The system must not receive voted ballots returned by voters or have the capability of receiving voted ballots.
• The system must allow the voter to print detailed, complete jurisdiction-specific instructions for the return by mail of a marked ballot.
• Such instructions will include, at a minimum, cover sheets, mailing and security envelope templates, postal addresses, and affidavits.
• The system shall use templates to create prepopulated forms from the state automated election system (AES) registration system.
• The system must be securely accessible through the internet to verified and authorized election administration personnel.
• The system shall allow for import of ballot files for transmission to voters.
• The system must have an executive dashboard with key performance indicators.
• The system website shall have customizable home page language that the state may customize during the election period.
• The system must provide for customizable communication with voters, including the ability to notify voters by email or letter for temporary act expired registrations, expired notifications, voter information correcting a spoiled ballot, automatic notification of a rejected ballot, automatic notification that a ballot has been received, and automatic notification if data is missing.
• The system must have signature verification capability.
• The system must track and log session activity.
• The system must be able to integrate with all of county voter registration systems and certified voting systems.
• The system must accept data from different formats of absentee data, including excel, csv, text file, and DBF.
