Animal Licensing System and Related Services

The Vendor is required to provide cloud-based Software as a Service (SaaS) platform designed for animal licensing and control.
- This platform will streamline the processes of animal licensing, registration, and renewal, while also improving compliance, animal safety, and community engagement.
- The system allows for uploading scanned rabies vaccination certificates provided by private veterinary clinics to help identify pet owners that may be out of compliance.
- The quantity of licenses processed may fluctuate and/or increase in upcoming years as additional outreach is conducted.
- Implementation Plan will include objectives to measure performance upon implementation, milestones, communication management, risk and issue management/escalation, implementation management, testing management, change management, training management, and project management.
- Provide project management services according to the Implementation Plan through System Acceptance.
- License data must integrate with County’s Animal Case Management System through Application Programming Interfaces (APIs) in preparation for testing and implementation.
- Work with County to document all test scenarios and test cases for User Acceptance Testing.
