The Vendor is required to provide a fully functional and scalable school notification and mass communication delivery system by the county.
- Translation
• The solution shall have the ability to use direct audio recording, uploaded pre-recorded audio files in 76 multiple languages, and text-to-speech for voice calls.
• The solution shall have the ability to translate messages into other languages for all delivery methods, including text-to-speech. The response shall include a list of all supported languages, name of software used to translate text, along with any limitation to automated translations.
• The solution should have the ability to allow senders to send messages to recipients based on language, send pre-translated text or audio messages based on recipient language, and override machine based translation with custom human translation.
- Message Archive & Retrievability
• The solution shall provide the ability to retrieve all messages and system-generated records sent or received through the system, regardless of format or delivery method, for at least twelve (12) months from the date of scheduled delivery.
• The solution shall provide the ability to download and export messages and associated metadata in a commonly readable format. The total amount of time that messages remain available for retrieval and export shall be clearly described.
- The solution shall not automatically delete or restrict access to records before they can be exported and shall support preservation of records subject to FOIA requests, audits, or litigation.
- The solution shall support sending of multimedia, including images, files, audio, video, and links. The responder should provide support files types.
- The solution shall allow staff to schedule communications for automatic sending at a later time.
- The solution should allow for a message to be sent at different times via different methods (e.g. schedule one message to be delivered via email at 10:00 AM and by text message at 5:00 PM)
- The solution shall provide a web-based management interface that is accessible through all major web browsers. The minimum supported web browser versions shall be provided. Any browser plug-ins or add-ons required to access any system functionality shall be listed.
- The solution shall support the creation and use of message templates to streamline the message creation process.
- The solution shall provide robust (low code or no code) formatting options that are self-service to create and maintain for the customer.
- The solution shall allow email messages to be formatted as rich text and HTML messages with embedded images, hyperlinks and formatted text.
- The solution shall format messages so that messages can be easily received and read on any commonly available device a recipient chooses to use (e.g. mobile phone, tablet, and desktop computer).
- System Management
• The solution shall provide the ability to assign permissions based on message type (e.g. classroom group vs. whole school).
• The solution shall allow system administrators to maintain a “do not call” list of phone numbers.
• The solution should allow a selected list of users at each site to receive a message summary when a message is sent from that site. Selected district level administrators should receive summaries of all messages sent from throughout the organization. The content of the message should be included in the summary in order to ensure appropriate oversight and customer service.
• The solution shall provide a delivery summary for a message including the number of contact points where delivery failed for any reason.
• The solution shall allow a user to see the list of recipients who failed to receive a specific message including the reason for the failure.
• The solution shall include reports that detail the number of messages sent for each site broken down by type for a selected date range
• The solution shall provide the ability to send a message immediately or designate it for delivery at a future date and time specified by the user.
• The solution should allow all user reports to be viewed as a PDF or exported for use in an external tool (e.g. Microsoft Excel).
• The solution should provide a sandbox environment for IT testing, training, and troubleshooting.
• The solution should provide a demo environment during the selection process.
