The Vendor is required to provide a secure, cloud-based software solution to support the administration of emergency grants, awards, and related benefit programs.
- The platform must support end-to-end workflows, including application intake, document collection, multistage review, scoring and rubric based evaluation, award determination, reporting, and applicant communications-based software solution to support the administration of emergency grants, awards, and related benefit programs.
- Provide for an online tool to help manage emergency grants, awards, applications, and other projects as necessary.

- Objectives:
•    Implement a robust, integrated platform to automate end-to-end grant and award workflows—from application intake to review, award, and communication.
•    Empower internal teams to independently build and configure unlimited custom forms, workflows, and review processes using a low-code interactive form builder.
•    Improve throughput of up to 10,000 applications annually and support up to 40 internal user licenses efficiently and securely.
- Core Functional Requirements
•    Interactive Form Builder
o    Create unlimited forms/programs/workflows without vendor assistance post implementation
•    User Management & Single Sign-On
o    Seamless SSO integration using SUNY Empire credentials
•    Role-Based Permissions
o    Distinct user roles: Administrators, form/program reviewers, etc.
o    Support for multi-stage review processes including scoring, grading, and weighted rubrics
•    Document Handling
o    Enable file uploads within applications
•    Recommendation Requests
o    Capability to request and capture recommendation letters or references via the platform
•    Multi-Round Review & Rubrics
o    Support for iterative evaluations with quantitative and qualitative feedback
•    In-Platform Messaging
o    Direct communication with applicants from the system
•    APIs & Integrations
o    Ability to access or develop integrations via public APIs
•    Reporting & Analytics
o    Standard and advanced reporting capabilities for monitoring, compliance, and program insights
•    Scalability & Licensing
o    Support for at least 40 institutional users and up to 10,000 annual application submissions per program
•    Ability to migrate data from the current system into a new platform within two weeks.
