The Vendor is required to provide data-driven software to quickly and accurately analyze police traffic stops, pedestrian stops, use of force data, and other police interactions through academically supported and peer-reviewed methodologies to identify potential bias/discrimination and enhance officer training, supervision, and the overall effectiveness of police services.
- The software to be capable of creating dashboards, integrating live with the RMS, and identifying potential root causes of any outcome that could be used to improve police performance and direct police training.
- Requirements
• Ability to integrate via API to agency Records Management System (Mark43).
• Ability to create live dashboards for data analysis.
• Ability to provide consultation to agency personnel on data analysis and assist with interpretation.
• Ability to meet both virtually and in-person periodically with agency personnel to discuss data and analysis.
• Ability to meet both virtually and in-person periodically with the monitoring team for Community (Effective Law Enforcement for All) to discuss data and analysis as requested.
• Understanding of the difference between disparity, discrimination, and bias in police interactions.
• Understanding of various baselines and measurements of police stops including population data, controlled variables, hit-rate analysis, veil of darkness, and other academic analyses.
