The Vendor is required to provide safety management systems on call consulting service is to strengthen organizational safety performance by delivering expert guidance, structured methodologies, and practical solutions that align with FAA part 139 and industry’s best practices.
- Requirement:
1. Strengthen hazard identification and risk management capabilities
• Improve the quality, consistency, and defensibility of hazard identification and risk assessments across movement and no movement areas.
• Ensure timely and accurate evaluation of airside hazards and mitigation strategies.
• Provide specialized risk analyses for construction, maintenance, operational changes, special events, and other activities requiring formal safety review.
2. Enhance regulatory compliance and alignment with FAA guidance
• Maintain compliance with FAA ac 150/5200 37a and FAA order 5200.11a for airport initiated actions.
• Support airport in responding to new rulemaking, cert-alerts, advisory circular updates, and evolving SMS requirements.
• Ensure SMS documentation, processes, and risk assessments meet FAA expectations for review and approval.
3. Support SMS integration into airport policies, standards, and planning
• Review and recommend updates to airport rules and regulations, minimum standards, and relevant contracting documents to align with SMS principles.
• Provide risk assessments for proposed changes to the airport layout plan (alp), master plan updates, and FAA modification of standards requests.
• Strengthen cross departmental coordination and integration of SMS into airport planning and operational decision making.
4. Advance SMS training, safety promotion, and stakeholder engagement
• Deliver targeted SMS training for internal and external stakeholders, including airport executives, SMS committee members, FAA air traffic, military partners, law enforcement, and others.
• Promote a shared understanding of SMS roles, responsibilities, and expectations across all participating organizations.
• Support development of data sharing and reporting frameworks for non-authority entities that elect to participate in airport SMS program.
5. Improve data management, analysis, and safety assurance capabilities
• Strengthen airport ability to collect, standardize, analyze, and trend safety data to identify emerging risks.
• Supporting document tracking, data integration, and performance monitoring to inform corrective actions and continuous improvement.
• Provide recommendations on technologies, vendors, and system enhancements that improve SMS data quality and usability.
6. Support development and optimization of the Veoci SMS platform
• Define functional and technical requirements to configure Veoci’s SMS software and database for airport operational needs.
• Provide subject matter expertise to guide system customization, workflow design, and performance monitoring.
• Assist with implementation, upgrades, and enhancements to ensure the platform effectively supports SMS processes.
7. Provide expert facilitation and documentation for safety risk assessments
• Facilitate or participate in safety risk assessment (SRA) panels required by the FAA or the airport.
• Prepare clear, defensible reports, proposals, and documentation to support FAA review and internal decision making.
• Ensure safety risk assessment (SRAs) are conducted using structured, repeatable, and industry recognized methodologies.
