The Vendor is required to provide to supply and implement a visitor pay parking virtual payment platform that is credible, user-friendly, and secure, and that supports payment, permitting, and enforcement operations through web/app-based payment and a back-office administration portal.
- The platform must integrate with the Town’s permitting and enforcement systems (gtechna/Officer Command) to support seamless management and enforcement of the Visitor Pay Parking Program, as well as the Residential Parking Permit (RPP) program, under which residents of Banff may apply for a permit that provides up to three (3) hours of parking per day in the Visitor Pay Parking zone, usable in 30-minute increments.
- A virtual parking payment system (web/app-based payment);
- Implementation services, including (at a high level) configuration, testing, training, and transition/cutover planning
- Provide optional access to a non-production demonstration/sandbox (“test”) site for the back-office/administration portal as part of their Proposal submission (e.g., time-limited login) for evaluation purposes.
- Requirement:
• Accepts credit, debit, and mobile wallets (apple/google pay)

• Admin flexibility: town can promptly change rates/hours at no cost
• Broad usability: supports residents/visitors/international users (incl. Non state issued cards) and varying languages

• Pay station compatibility list (required): provide a detailed list of pay station manufacturers and models compatible; include integration method and limitations/assumptions
• Platform will fully integrate with parking pay stations (overall approach)
• Security/fraud resistance: system is secure and not vulnerable to fraudulent activity
• Payment methods supported: virtual payment system supports credit, debit, apple/google pay, etc.
• Resident entitlement: supports resident permit entitlement of up to three (3) hours free parking per day, usable in 30- minute increments (configurable).
• Admin flexibility (rates/hours): town staff can promptly change rates and hours at no cost to the town (system configuration supports changes multiple times per year).
• Back-office data/dashboard: provides a dashboard enabling the town to obtain real-time data and reporting for visitor pay parking operations.
• Languages: solution can accommodate the mix of users (residents/visitors/international) and supports use in varying languages.
• Branding/signage: signage meets town design guidelines, reflects it is a town program, and does not promote the vendor.
- Payment methods (cashless)
• The virtual payment system must accept credit, debit, and mobile wallets (Apple/Google Pay).
• The system must support the opportunity to extend parking time remotely.
- Administrative flexibility
o The system must be flexible for town staff to promptly accommodate changes to rates and hours at no cost to the town.
- Broad usability
o The system must accommodate the variety of parking users in the town (residents, local/regional visitors, and international visitors) including users requiring varying languages, and users with cards issued outside country.
- Integration
o The payment system must integrate with permitting and enforcement systems (gtechna/officer command) to allow for seamless management and enforcement of the visitor pay parking program, along with the residential parking permit program.
o Support the resident parking permit entitlement: up to three (3) hours free parking per day, usable in 30-minute increments.
o The platform must be capable of integrating with multi-space pay stations procured separately by the town.
- Security/PCI
o The payment system will support credit card transactions and meet the current payment card industry data security standard (PCI DSS) for credit card processing and storage security.
o Security: payment system will be secure, not vulnerable to fraudulent activity.
- Back-office/reporting
o The payment system will provide a dashboard that allows the town to easily obtain real-time information and data related to visitor pay parking operations.
- Branding
o Signage will meet town design guidelines and reflect this is a town program, and will not be utilized to promote the visitor pay parking vendor.
