The Vendor is required to provide child care management system (CCMS) platforms currently utilized or being piloted by providers and assess readiness for future integration into a centralized data warehouse.
- Compatibility with existing environment
• All future-state architecture recommendations must be compatible with the department data warehouse system (snowflake).
• Recommendations must account for existing authentication, security, and governance frameworks.
• No recommendation shall require proprietary tools that limit future competitive procurement unless explicitly approved by department.
- Documentation and deliverable standards
• All deliverables must be provided in editable, non-proprietary formats. (e.g., Microsoft word, excel, PowerPoint, pdf).
• Architecture diagrams must be delivered in editable formats.
• All data mapping and integration documentation must include:
o Source system identification
o Field-level definitions
o Transformation logic
o Data flow diagrams
• All recommendations must clearly distinguish between:
o Immediate actions
o Medium-term improvements
o Long-term modernization strategy
- Technical analysis requirements
• Review of department snowflake environment to determine the feasibility of ingesting CCMS data, including security alignment, governance controls, integration patterns, data flows, and system constraints.
• Review of CCMS platforms and vendor readiness, including:
o Ability to export data in structured, consistent formats
o Ability to support recurring or automated data sharing
o Vendor willingness and integration flexibility
o Interoperability and data quality considerations
• Identification of technical prerequisites for enabling CCMS data ingestion into snowflake, including for APIs or alternative integration methods.
• Identification of risks, dependencies, and constraints affecting CCMS-to- department data sharing.
- Presentation and executive communication standards
• All executive-facing materials must be written in clear, non-technical language suitable for leadership review.
• Technical documentation must be sufficiently detailed to support future procurement or implementation planning.
