The Vendor is required to provide for a campus-wide one card transaction system.
- Solution that is functionally robust, promotes operational efficiency, offers ease of use, and meets or exceeds industry standards.
- This new system must provide comprehensive functionality, including:
• Credential Management: Support for both physical and digital ID cards.
• Access Control: Integration with and control of over 40 parking gates.
• Account Management: Handling of stored value, credit accounts, and meal plans.
• Reporting: All necessary reporting capabilities.
• Customer-Facing Platform: An online and mobile platform for user account management.
- The system must be robust and flexible enough to support numerous existing campus integrations, as well as an off-campus merchant program.
- Key integrations include, but are not limited to:
• Point of Sale & Mobile Ordering: Grubhub and Simphony.
• Parking: T2 system.
• Building Access Control: Lenel OnGuard.
• Housing: StarRes.
• Recreation Sports: Fusion access control.
• Campus Printing: Pharos.
• Time Clocks: Ultratime.
• Electronic Key Boxes: Key Systems.
- Credential Standards & Digital ID Integration
• Multi-Technology Support: The system must support MIFARE DESFire EV2/EV3, HID iCLASS, and Digital ID credentials (NFC/Bluetooth).
• Digital Wallet Integration: The Contractor shall provide a solution that integrates with Apple Wallet and Google Wallet for seamless "tap-and-go" access via Digital ID.
• Offline Functionality: Digital IDs must support "Express Mode" or similar functionality to allow access even if the device battery is dead or data is unavailable.
- Card Production & Management
• Cloud-Based Issuance: The Contractor shall provide a web-based platform for card identity management, including remote photo upload and background approval workflows for both physical cards and Digital IDs.
• Print Services: The system must support on-site thermal/retransfer printing as well as batch-printing services for mass distribution events (e.g., Freshman Orientation).
- Technical Integration & Security
• System Interoperability: The Contractor shall integrate the ID system with existing campus databases via API or automated flat-file transfer.
• Access Control & POS: The solution must provide documented compatibility with existing physical access control systems (PACS) and Point of Sale (POS) terminals for dining and retail using the Digital & Physical ID.
• Data Privacy: All data must be encrypted at rest and in transit, adhering to FERPA and SOC2 Type II compliance standards.
- Financial & Account Services
• Stored Value Accounts: The Contractor shall manage multiple "purses" (e.g., Meal Plans, Flex Dollars, Laundry) with real-time balance updates accessible via the Digital ID interface and API.
• User Portal: A self-service portal must be provided for students to freeze lost cards or Digital IDs, check transaction history, and replenish funds via credit card or Apple/Google Pay. Family and friends must be able to replenish funds through this user portal.
- Implementation & Support
• Migration Plan: The Contractor shall submit a detailed cut-over plan to ensure zero downtime for essential services (Dining/Housing) during the transition to Digital ID.
• Training: The Contractor shall provide detailed training.
• Ongoing Support: A Service Level Agreement (SLA) must be established, including 24/7 technical support for critical system failures.
