The Vendor is required to provide a fully integrated Vehicle Tracking System capable of delivering live tracking of snow-plow operations, real-time asset location and utilization, and advanced vehicle telematics.
- The system must provide, to a minimum, the following capabilities:
• Remote capture of vehicle odometer readings directly from the OBD interface.
• Fuel efficiency and MPG reporting for all vehicles, and energy usage reporting for electric vehicles.
• Engine diagnostic alerts and scheduled maintenance notifications via email.
• Vehicle utilization reporting to identify under- or over-utilized assets.
• After-hours and weekend utilization reporting.
• Idle time reporting and automated alerts for excessive idling (threshold: greater than 5 minutes).
• Fleet vehicle listings available as on-demand and scheduled reports.
• Remote emissions reporting and automated integration with the Division for emission inspection certification.
• Real-time vehicle location and breadcrumb history.
• Monitoring of vehicle speed with configurable alerts for excessive speeding.
• Stolen vehicle recovery support.
• Geo-fencing capabilities with configurable alerts.
• Ability to create custom vehicle and asset groups for reporting and permissions management.
• Data retrieval frequency of two minutes or less.
• Live tracking of snow operations, including plow activity.
- Existing systems provide GPS location tracking, speed and mileage monitoring, and engine diagnostic reporting. Current telematics data integrates with AssetWorks FleetFocus and M5 to support automated maintenance scheduling. Continued compatibility and integration with these systems is required.

- The solution must support agency Snow Plow Tracker program, including public-facing access to winter operations data through an interactive web-based map and a mobile-accessible solution.
- The system shall be capable of providing the public with near real-time visibility into snow and ice operations, including but not limited to plow location, treatment activity, and operational status. In addition, the solution must support current and future enhancements to display roadway activity details such as when a roadway was last plowed or treated, the type of treatment applied (e.g., salting), and the elapsed time since last service.
- The long-term objective of the program is to provide motorists with integrated information on roadway conditions and current weather conditions to support informed travel decisions. Vendors shall describe how their solution supports this objective and allows for future expansion of public-facing data elements.
