Tow Management Software Solution

The Vendor is required to provide a secure, cloud-based software solution that automates and centralizes communication among law enforcement agencies, licensed tow operators, and vehicle owners.
- Solution is to enhance public safety and operational efficiency by streamlining towing, storage, release, and impound processes; improving transparency; reducing manual and duplicative work; and providing timely, accurate information to all stakeholders.
- Provide a turnkey software solution that supports the end-to-end lifecycle of vehicle towing and impound events.
- The system must facilitate real-time communication, automate notifications, maintain auditable records, and integrate with existing law enforcement and municipal systems where feasible.
- Software Platform
• A web-based and/or mobile-enabled software platform accessible to authorized users, including law enforcement personnel, tow operators, and vehicle owners.
• Role-based access controls to ensure users can only view or modify data appropriate to their role.
• Secure hosting and data storage that complies with applicable federal, state, and local data protection requirements.
- Law Enforcement Functionality
• Ability for law enforcement users to initiate tow and impound requests electronically.
• Real-time assignment and dispatch of tow requests to authorized tow operators.
• Automated capture of relevant tow data, including vehicle information, location, reason for tow, and associated case or citation numbers.
• Status tracking of tows from initiation through release or disposition.
• Ability for law enforcement users to view fee collections of City tow requests.
- Tow Operator Functionality
• Electronic receipt and acknowledgment of tow requests.
• Ability to update tow status (e.g., en route, vehicle secured, vehicle stored, vehicle released).
• Ability to accept private property impounds from non-contracted tow operators.
• Secure upload of required documentation, such as photographs, condition reports, and inventory records.
• Tools to support compliance with local regulations and reporting requirements.
- Vehicle Owner Functionality
• Public-facing portal or interface allowing vehicle owners to locate their towed or impounded vehicle.
• Clear presentation of applicable fees, documentation requirements, and instructions for vehicle retrieval.
- Communication and Notification Features
• Automated, configurable notifications to relevant parties at key stages of the towing and impound process.
• Centralized messaging or communication logs to document interactions among law enforcement, tow operators, and vehicle owners.
• Time-stamped audit trails for all system actions and communications.
- Reporting and Analytics
• Standard and customizable reports related to towing activity, response times, fee and payment collection, compliance, and operational metrics.
• Data export capabilities in common formats.
• Dashboards or visual summaries to support management oversight and data-driven decision-making.
- System Integration
• Ability to integrate with existing law enforcement systems, such as Computer-Aided Dispatch (CAD), Records Management Systems (RMS), or other municipal platforms, where applicable.
• Use of industry-standard APIs or data exchange methods to support interoperability.
- Implementation and Support
• Project management and implementation services, including configuration, testing, and deployment.
• Training for law enforcement staff, tow operators, and administrative users.
• Ongoing technical support, maintenance, and system updates for the duration of the contract.
