The Vendor is required to provide to acquire and implement the Online Proctoring Tool (OPT) to modernize its hiring process.
- The OPT will also help the agency meets its obligations to engage in a meritorious hiring process, as defined in the Public Services Act, while providing for a streamlined, efficient, professional and user-friendly experience.
- The OPT should support a wide range of functionalities for hiring, including the development and maintenance of question pools, automated test generation, analytics, and the provision of reports.
- The OPT will offer monitoring features during candidate assessments to support test integrity. The OPT should help agency hiring managers assess both soft and hard skills (data entry to exercising judgment).
- All Applicants in alignment with the applicable job profiles to:
• Ensure applicants have the required qualifications;
• Assess all applicants for their skills, knowledge and abilities in order to be effective at the job; and
• Conduct past work performance reviews.
- A platform that supports question pool creation, categorization of questions by competency, technical or knowledge category, and maintenance of questions so that they can be referenced and reused for future needs;
- Role based access, ensuring that only agency hiring managers and those they delegate have access to the Applicants’ responses;
- Automated test creation with customizable parameters for the different needs in the organization specific to the competencies, knowledge and skills required for the role as well as customization of test questions and parameters (e.g. permitted resources Applicants’ may use during the exam, length of time to complete the exam, etc.);
- Ability for agency hiring managers and their delegates to set up a testing schedule;
- Ability for Applicants to “book their test” online;
- An Applicant user experience that is easy to understand and is accessible using a range of common hardware, meaning that it is accessible and compatible with commonly available devices (iPads, laptops, desktops up to 5 years old);
- Analytics and reporting features, such as number of competitions over a specified period, number of Applicants that participated in each competition, number/type of assessment tools used, etc.;
- Live remote verification of the Applicant and monitoring during assessments, by a person and/or through the use of software;
- Ability to score and comment on written assessment within the OPT, if desired by the hiring manager;
- Ability for the agency to download and delete all written assessments, including any scoring comments/remarks made on the exam by the hiring panel members, from the OPT database so that this can be placed on the agency competition file;
- Ability for the test results to be grouped by competition so that hiring panel members can only see the test results of those they are interviewing;
- Ability for hiring managers to mark exams without knowing the identity of the individual, to reduce the potential for bias, meaning that the OPT gives each Applicant a unique identifier that can be linked to the person after the exam has been marked;
- Ability to track the written scores of each Applicant within the competition;
- Ability to download the final scores for all Applicants in the competition so that this material can be placed on the agency competition file;
- Ability for the agency, at its discretion, to destroy any records within the OPT that includes the personal information of Applicants;
- Ability for hiring managers to request that the application “mark” all or part of any exam;
- Capability to identify, control or prevent the use of AI or other unauthorized resources by Applicants;
- The Applicants’ personal information will remain private and secure.
