Digital Transformation and Core System Modernization

The Vendor is required to provide comprehensive digital transformation and core system modernization programme encompasses the full modernization of the service core it infrastructure, systems, and business processes.
- Programme governance and institutional coordination
• Establish and enforce programme governance structures, standards, and controls.
• Ensure compliance with the service organizational policies, regulatory requirements, and applicable risk frameworks.
• Maintain a consolidated and versioned inventory of: current it systems and ongoing or planned projects; vendor contracts and dependencies; programme objectives, timelines, and dependencies; and existing integrations or interoperability modules.
• Identify overlaps, conflicts, and duplication across initiatives, and determine—together with governance bodies—whether parallel initiatives should continue independently, be absorbed into the programme, or be paused, cancelled, or rescheduled.
• Ensure that no parallel service initiative blocks data access, modifies integration interfaces unexpectedly, compromises migration readiness, or consumes critical resources at key programme moments.
• Establish and administer formal change control processes.
• Ensure risks and issues are visible, owned, and actively managed to resolution.
• Interaction with contractors:
o Facilitate contractors' access to documentation, systems, and service personnel.
o Coordinate institutional responses to contractors' requests and findings.
o Ensure corrective actions requiring service input are executed in a timely manner.
o Align contractors' observations, responses, and governance decisions.
o Prevent governance paralysis by ensuring issues are escalated decisively.
• Explicit non-responsibilities:
o Approve deliverables unilaterally or on behalf of governance bodies.
o Perform development, configuration, or testing activities.
o Replace business owners or service it operational roles.
