The Vendor is required to provide remote full-stack development, system administration, and cloud infrastructure operations for center on brain injury research and training's web and mobile platforms.

- The selected contractor will function as a senior technical resource, maintaining 24/7 operational continuity through a combination of scheduled maintenance, active development work, and on-call incident response.
- Objective:
• Approximately 12 production domains, including Website and program-specific properties.
• Multiple LMS instances operated in multi-site/multi-tenant configurations, serving several thousand registered professional learners in aggregate.
• Multiple CMS-driven sites, including multilingual resource portals and authenticated user areas.
• Native iOS and Android applications distributed through the public app stores.
• Several progressive and bespoke web applications supporting program-specific instructional, assessment, and tracking workflows.
• A library of in-house plugins, modules, themes, and integrations binding the above components.
• The underlying production cloud infrastructure, identity, email, monitoring, and deployment pipelines.
- Mediations, Platform Development & Maintenance
• Perform regular maintenance and version management across all agency digital platforms, including Moodle and Drupal.
• Manage multi-site and multi-tenant platform configurations across the full agency platform ecosystem.
• Evaluate, integrate, and configure third-party plugins and extensions within the agency platforms.
• Develop, test, and deploy bespoke plugins and functional extensions tailored to agency platform requirements.
• Refactor and revise existing codebases to meet evolving functional and technical requirements.
• Design and maintain accessible, responsive UI theming across all platform components to ensure consistent usability and visual standards conforming to WCAG 2.1 AA and applicable ADA requirements.
- Infrastructure & DevOps
• Administer and maintain Linux-based server environments and cloud-based infrastructure at the command line and console level, including compute instances, relational databases, load balancers, virtual private networks, security groups, and deployment pipelines.
• Architect, secure, and maintain production multi-tier environments in AWS, including network topology, automated infrastructure provisioning, access governance, application-layer security controls, and incident response across all layers of the stack.
• Implement and maintain SSL/TLS, WAF configurations, and related network and application security controls.
• Implement and administer single sign-on and federated identity solutions including SAML 2.0, OAuth 2.0, and Shibboleth across multi-platform environments.
• Administer transactional email infrastructure in support of LMS notifications, certificate delivery, and automated system communications.
• Design and generate structured data extracts and reports from relational databases as needed, and develop tools to automate report generation where appropriate.
• Ensure platform architecture and data handling practices meet applicable regulatory compliance requirements, including FERPA, HIPAA, and COPPA.
• Own and maintain version control infrastructure, automated build pipelines, and multi-environment deployment workflows across all platform components.
• Monitor system performance metrics and respond to critical technical incidents within established timeframes.
- Web & Mobile Development
• Develop and maintain full-stack web applications using PHP, JavaScript, and associated frameworks and libraries.
• Design, develop, and maintain RESTful APIs and third-party API integrations across platform components.
• Develop and maintain android and iOS mobile applications.
• Build and maintain tooling for importing third-party course content across multiple formats, including common cartridge, blackboard exports, and legacy LMS archives.
• Customize learning modules and extend LMS functionality to meet specialized instructional and programmatic requirements.
