The Vendor is required to provide a modern, user-friendly, and secure corporate Learning Management System (LMS) to support corporate training, onboarding, compliance, safety, professional development, and certification tracking for employees, volunteers, and other external learners.
- System Include:
• User management: role-based access control (RBAC) - admin, instructor, manager/supervisor, learner; configurable roles & permissions; organizational/departmental hierarchies; team dashboards.
• Compliance tracking: track compliance training, certifications, manage expiration dates, and support audit trails.
• Performance tracking: detailed performance tracking for both learners and courses, with integration into advanced analytics.
• Reporting, dashboards & analytics: real-time and scheduled reports, exports (CVS/XLSX), custom fields; manager dashboards for team compliance; API-based data access.
• External user management and access: ability to securely create, manage, and issue training and courses to users outside the internal city tenant, including contractors, vendors, temporary staff, volunteers, and external agencies. This should support guest accounts or external identity providers while maintaining full security controls and auditability.
• Customer support: 24/7 customer support services, with clear SLAS. Performance at 99.9% uptime, fast load times.
• Customization, branding and visual identity: customize the look and feel to match organizational branding/white-labeling, including configurable dashboards and departmental customization.
• Mobile compatibility: ensure full functionality and accessibility on mobile devices, with a mobile-responsive design.
• Social learning, collaboration & communication: features to support social learning & collaboration, such as discussion forums, chats, messaging and peer reviews.
• Accessibility: comply with accessibility standards (e.g., WCAG, ACA, CHRA) and support for assistive technologies such as screen reader, keyboard naviagtoina, captioning Support; accessible quiz and video players.
• Course management: create, upload, and manage courses, curricula, and learning paths; version control; prerequisites; due dates and expiry/recertification. Organize and manage courses, modules, learning paths, archiving and content versioning.
• Registration management: define registration rules, including course size, waitlists, enrollment notification workflows, attendance tracking. MS teams integration for virtual sessions.
• Assignments & automation: auto-enroll by role/department/location; automated reminders; escalation to managers for overdue training.
• Content delivery: support blended learning (self-paced eLearning, virtual instructor-led, and classroom). Deliver course content efficiently, including support for multimedia formats and use of content delivery network (CDN).
• Assessments & quizzes: create, deliver, and manage assessments, quizzes, and surveys.
• Learning catalog & search: Brow sable catalog, tags, filters, keyword search; configurable enrollment flows and approvals.
• Learning path: create learning paths either mandated or recommended (optional).
• Content hosting: scalable content hosting with support for cloud and on-premises options.
• Certifications & compliance: issuance and management of certifications, including integration with compliance tracking. Certification paths, renewal/recertification windows, grace periods, automated rassignments; audit-ready records.
• Real-time updates: real-time content updates and notifications for learners.
• Content creation: course development platform standards & formats: support SCORM 1.2/2004, XAPI (tin can), video, pdf, and web content. Optional: AICC, cmi5.
• Gamification: incorporate gamification elements such as badges, points, and leaderboards (configurable).
• Ai-powered recommendations: personalized content recommendations based on user behavior and learning history.
• Automated grading and feedback: AI to assist in grading assessments and providing feedback to learners.
• Integration and compatibility: integrate with other systems (e.g. Content authoring tools, third-party apps like Microsoft viva, SharePoint, email/outlook, unit4 enterprise resource planning system/HRIS and finance system), with robust API support. (Note if need middleware.) Bi-directional data sync for organizational structure, roles, employment status, and learning completions.
• API support: robust API support for integration with other city systems, data sources, and learning tools interoperability (LTI). (Note if need middleware.) API documentation required.
• Interoperability: support for SCORM, XAPI, AICC, and LTI standards for seamless content integration.
• Security and privacy: ensure data security. Ensure all sensitive data is encrypted both at rest and in transit to protect against unauthorized access.
• Single sign on (SSO) and/or multi-factor authentication (MFA): secure login with single sign-on or multi-factor authentication.
• Vendor cybersecurity compliance: compliance with industry security best practices (soc2, ISO, etc.)
• PIPA compliance: vendor server within state to comply with PIPA.
• Incident response plan: vendor has an incident response plan.
• Business continuity plan: vendor has a business continuity and disaster recovery (BCP/DR) plan.
• Data retention policy: clear data retention policy, including post-contract data management.
