Public Hearing Captioning, Transcription, and Related Services

The Vendor is required to provide real-time captioning and transcription for administrative hearings of the department.
- Real time captioning service
•    Provide real-time captioning for the administrative hearings of the department. 
•    Provide a solution to enable captioned text to be streamed on the department internet website. 
•    Ensure the availability of a captioner for every hearing and an alternate captioner in the event that the scheduled captioner is unable to provide services. 
•    Assign highly-skilled captioners who possess the ability to accurately transcribe and transmit simultaneous captions at the time of the webcast of the hearing. 
•    To improve accuracy, captioners may want to review the hearing agenda prior to a hearing to be familiar with the nature of upcoming hearing. 
•    Department reserves the right to reject captioners not meeting a minimum level of professional competence (i.e. Inability to keep pace with normal administrative hearing conversation and read back testimony).
- Caption and transcription services
•    Captioned transcription: provide the department with an electronic copy of the unedited caption transcript within 72 hours of the conclusion of a hearing with the following specifications.
•    Verbatim transcript:
o    Edited
o    Time-coded
o    Speakers identified by name and title
o    Numbered text lines for easy page and line reference
o    Normal turnaround time of ten (10) business days, or expedited upon request
•    Certified transcript:
o    Edited 
o    Time coded 
o    Speakers identified by name and title in bold text 
o    Numbered text lines for easy page and line reference 
o    Formatted as a legal document 
o    A copy page 
o    A certification page signed by a state shorthand reporter, certified real-time reporter (CRR) or registered professional reporter (RPR), certifying the transcript 
o    Normal turnaround time of ten (10) business days, or expedited upon request.
