The vendor is required to provide that translation services through either (i) valid cooperative contracts offered by approved group purchasing organizations or (ii) executive order number thirty-five dated July 3, 2019.
- These services have been used for a variety of events and programs, including:
• Admitted students’ day
• Campus tours
• Educational courses, both undergraduate and graduate
• Freshman orientation
• New student convocation
• Open house
• Fall and spring commencement ceremonies
- Quoter shall provide one or all of the following services:
• Interpreting – spoken english and american sign language (ASL);
• Transliterating services
• Remote interpreting used when requested
- All of a quoter’s qualified interpreters recognized in the commonwealth of state shall have demonstrated high ethical standards, fluency in english and at least one visual communication mode, and proficiency in interpreting processes.
- All quoter’s qualified interpreters should be credentialed from a recognized national evaluation or state screening assessment
- Quoter(s) must be certified through at least one of the following agencies:
• The national association of the deaf (NAD);
• The registry of interpreters for the deaf (RID); or
• The national cued speech association (NCSA) - At a minimum, the quoter(s) must have the following certification(s) for award and placement consideration:
• Interpreting – level iii - demonstrated the ability to convey at least 80% of the total message;
• NAD – level 3; or
• NCSA – TSC 2
- Quoter(s) should have the ability to provide both on-site and remote services
- Quoter(s) not meeting the above minimum requirements, may submit for review and evaluation other types of recognized certifications and/or competencies related to and or required to provide the requested services
- The review and approval of such certifications and competencies shall be made by the university as necessary, and any determination is final and may not be challenged.
