The Vendor is required to provide for benefits consulting services for its department.

- Evaluating existing benefit plans for recommendations that enhance benefit options;
- Assisting the city in developing premium models and employee premium share arrangements and establishing annual premium equivalency rates for self-funded plans;
- Presenting alternative plan design considerations and associated costs based on identified objectives;
- Providing ongoing monitoring, evaluation, and review of all city benefit plans throughout the year. - Communication tools may include, but are not limited to, digital benefits booklets, multimedia content and other educational resources related to benefits.
- Providing notification of and assistance with understanding and implementing applicable government mandates, laws, federal and state regulations, ordinances, and programs;
- Reviewing the city benefit plan documents upon award and annually thereafter;
- Providing ongoing communication and alerting the city of any relevant compliance deadlines and employee communication deadlines;
- Offering educational tools for city benefits staff such as webinars, newsletters, and videos;
- Researching and providing guidance on related questions and/or issues as they arise.
- Produce ad hoc, monthly, quarterly and annual claims, utilization, and financial reports.
- This shall include, but is not limited to, the preparation of plan year budget development reports for self-insured plans that incorporate claim history and marketplace trends in their projections.
