The Vendor is required to provide to establish employee benefits plan administration.
- The required services will be on an as-needed basis.

- The agency program uses combined employer and employee contributions to pay for health insurance premiums to its medical service providers, as well as combined contributions to pay for other agency program service providers (dental, vision, life, disability, & AD&D).
- Services include:
• Review existing agency program benefit service provider plan design features and options and propose recommendations as requested to assist the city in meeting its objectives.
• Assist and provide recommendations in the design, implementation, and administration of new benefit plans as may be authorized and established by the city.
• As requested, review agency program existing benefits plans and structures and make recommendations to the city regarding modifications to current plan benefits and potential plan benefits and programs, including plan design changes and cost savings strategies, to assist the city in administering its benefits cost-efficiently and in the best interests of its membership.
• Assist the city in developing strategies and resources for implementing wellness, disease management, and other programs focused on prevention and effective management of chronic and other diseases/conditions.
• Provide general guidance on items such as trends in benefits plans, methods for improving cost containment, financial arrangements, and administration.
• Provide regular and timely communication of potential or proposed changes to federal and state benefits-related statutes and regulations that may impact the agency program plans and programs and, upon request, prepare customized reports on how such changes would impact the agency program.
• Assist in reviewing, developing, and amending contracts with agency program benefit and administrative service providers, including group policy documents as may be required in particular service arrangements.
• Assist with the development, negotiation and implementation of performance standards and guarantees with the city’s various agency program benefit and administrative service providers.
• Assist in the review for accuracy of agency program communication materials and materials developed by agency program benefit service providers, including certificates of coverage, summary brochures, claim forms, letters, and announcements, and other documents governing the administration of the agency program.
• Make recommendations for items of negotiation and direct negotiations with agency program benefit and administrative service providers on matters including, but not limited to, premium rates, benefits levels, performance standards and guarantees, contractual terms and conditions, quality assurance standards, utilization and performance reports, statistical and/or financial reports, and plan specific data such as medical conditions, prescription drugs, high cost procedures, in-patient data, etc.
• Work closely with agency program benefit service providers on an as-needed basis to develop and refine goals, strategies, and programs for addressing and positively impacting resource development, member services, and population health outcomes affecting agency program members.
• Prepare, as needed, comparative data relative to other governmental and private sector benefits plans and programs to determine rate competitiveness and evaluate best practices.
• Prepare, as needed, benchmarking reports of data points within other employer benefits plans and programs which may be used to gauge the success of the agency program.
