The Vendor is required to provide insurance brokerage firm to provide health, dental and life insurance brokerage services for approximately forty-five (45) active employees and eleven (11) retirees for a period of five (5) years.
- Plan Administration/Placement:
• Service the current plans in force in Ability to process all administrative services contained in this section with current providers.
• Develop specifications for the insurance program and obtain quotes from various insurance markets.
• Analyze proposals received, verify reasonableness of proposals, and negotiate to obtain best pricing to the Authority while maximizing benefits to the employees.
• Provide detailed analysis of recommendations as to which carrier(s) provide insurance in the best interests of the Authority.
• As instructed by the Authority, administer the placement of coverage including assistance with all application and enrollment processes.
• Oversee and coordinate all relevant services performed by insurance companies selected.
• Assist with enrollments, terminations, billing and other administrative issues and paperwork.
• Notify Authority promptly of any changes in the status of the insuring company, changes in the financial condition, changes in policy working and changes in premiums.
• Monitor and administer a partial self-funding program with revisions and improvements implemented as needed.
• Provides claims control function including administration of Health Reimbursement Arrangements. Audit claims to ensure benefits are paid according to plan rules including coordination of benefits.
• Advocate for employees with escalated claims issues. Provide quarterly reports to Authority summarizing results of interactions with employees and recommendations to improve service to employees.
- Other:
• Continually evaluate the insurance program structure and provide alternative risk management/risk financing strategies to provide proper coverage at the best costs.
• Review Authority operations and recommend types of coverage needed, as well as identify alternative non-insurance approaches.
• Attend Authority meetings when required to brief board members on plan information or employees on open enrollment, changes, or other information.
• Review and evaluate loss exposures providing recommendations to mitigate risk.
• When appropriate, develop specially tailored policy forms for Authority use.
• Provide guidance to assist with budget development and contract negotiation forecasts.

• Employee benefits onboarding to include enrollment and benefit education.
• Develop benefits summary media or documents to enhance online benefit enrollment.
• Assist with employee wellness initiatives.
• Assess existing vendor contracts to ensure all programs offered are being utilized by Authority.
• Coordinate services with existing vendors.
• Support for HR and compliance (ACA, HIPAA, etc.) related issues. Annual audit to ensure compliance with all HR-related regulations.
• FMLA administration services.
• COBRA administration services.
