The vendor is required to provide survey administration and data collection.
- Staff survey
• Planning a survey of approximately 6,400 employees, in 15 locations throughout the authority. the contractor will administer the survey in 2026, likely in the fall, on dates and times to be selected in consultation with the authority.
• The survey will be administered via email distribution and supplemented with in-person surveying on authority premises (e.g., authority garages) via bidder-supplied tablet.
• The primary role of the contractor will be to conduct data collection, which will include hiring, training, managing surveying staff, managing the tasks associated with the chosen distribution strategy (e.g., data entry if survey is distributed on paper), conducting quality assurance processes to ensure data accuracy, and processing survey results to ensure all responses are anonymized prior to distribution within the authority.
- System-wide passenger survey
• The authority conducts a rolling survey of around 15,000 riders each year— around 2,000 per month—between the start of surveying in early April through the end of surveying in October or November.
• The survey end date depends on the length of time required to complete the sampling plan, which tends to vary based on response rates and patterns of surveyor retention.
• The authority shall collect demographic information, by line and route and by station, when possible, of its riders in order to conduct analysis mandated by the federal transit administration.
• The contractor will administer this survey through an intercept survey conducted on a tablet at authority routes and stations.
• The authority will annually provide a list of stops and stations for survey, along with response targets for each site.
• The primary role of the contractor will be to conduct data collection, including hiring, training, managing surveying staff; and managing the tasks associated with the tablet-based intercept survey method, which will include conducting quality assurance processes to ensure data accuracy.
