The Vendor is required to provide currently manages a workers’ compensation program through city and excess workers’ compensation insurance through city for more than 450 fulltime and approximately 100 part-time employees.
- Perform a workers’ compensation audit to identify and make recommendations on cost-savings/containment strategies, operational improvements, and risk mitigation.
- Consultant will conduct a detailed analysis of the workers' compensation claims management process from injury reporting through claim closure.
- This analysis will include review of TPA performance metrics, claims handling timeliness and quality, cost containment strategies, and benchmarking against comparable state municipalities and industry standards and overall effectiveness of the TPA contract.
- Consultant may also interview representatives from its current third-party administrators (TPAs) to understand service delivery and performance metrics.
- The analysis will specifically examine:
• Claims management workflow and cycle times
• Medical and legal cost containment strategies and effectiveness
• TPA performance against service level agreements and industry benchmarks
• Excess insurance utilization and cost-effectiveness
• Claims settlement patterns and reserve adequacy
• Fraud detection and prevention measures.
- The assessment will include:
• Safety program effectiveness and compliance audit
• Return-to-work program evaluation and benchmark comparison
• Internal policies and procedures review
• Training program assessment and gap analysis
• Workplace hazard identification and prevention strategies
• Cost allocation, monitoring, and expenditure controls analysis
- The final report will include prioritized recommendations with implementation timelines, estimated cost savings and/or cost avoidance opportunities, performance metrics and monitoring suggestions, and best practices alignment strategies.
- Provide preliminary observations and findings to the City project team for review and discussion of initial observations, to address questions, and gather additional input.
- Consultant will prepare a comprehensive draft report detailing findings, recommendations, and implementation strategies.
