The Vendor is required to provide third-party administrator services to administer a community that will assist low- and moderate-income homeowners eligible for housing rehabilitation improvements.
- These services shall include, but are not limited to:
• Working with county’s administrators office in receiving authorized signatures for all community documents, contracts and budgets, grant reimbursement requests to authority to reimburse contractors with grant funds.
• Working the county’s finance department in managing the disbursement of funds and tracking program expenditures, and ensuring all financial documentation is audit-ready and aligned with federal grant accounting standards.
• Ensuring compliance with applicable federal, state, and local rules and regulations, timely delivery of services, and coordination with contractors, inspectors, and homeowners.
• Overseeing intake and eligibility determination for homeowners.
• Managing work write-ups, procurement of contractors, and construction timelines.
• Maintaining all required documentation including homeowner files, contractor records, and inspection reports.
• Serving as a liaison with authority and preparing required reports and draw requests.
• Ensuring all rehabilitation activities meet applicable codes and property standards
• Ensuring compliance with the terms of the grant agreement and regulations governing allowable expenditures.
• Conducting property inspections and preparing work write-ups.
• Monitoring construction progress and performing final inspections to ensure quality and compliance.
• Verifying that all housing units meet authority housing quality standards (HQS) or other applicable local standards post-rehabilitation.
• Ensuring that all contractors are selected through a competitive procurement process.
• Ensuring all contractors complete rehab work as specified in the approved scope.
• Ensuring contractors comply with act (if applicable), lead-safe work practices, and all local/state permitting requirements.
• Establishing a community program guide for county utilizing regulations and program guidelines provided through authority. Guide will outline the selection process to ensure eligibility, selection criteria, and income verifications so that all county residents are aware of the requirements and the process regarding the program.
• Following county’s established procurement policies and procedures to procure contractors to complete rehabilitation activities and projects.
• Providing a marketing plan that addresses targeting strategies that will be used for outreach to ensure equitable access by county residents to the program.
• Conducting an environmental review in accordance with 24 CFR part 58 prior to the commitment of funds or physical work on any housing unit. This includes proper documentation of all review levels, consultations (if required), and clearance from authority before proceeding.
